Position Summary
The Data Manager is responsible to support and manage the National Data Repository. This individual will provide data management technical expertise and will ensure the highest quality of data through effective data management. The Data Manager will work collaboratively to strengthen capabilities of the FMOH to develop standards, generate reports and define security and user access. S/he will work with partners to review their files for ETL process and be the authority on the HIV care and treatment minimum data set and partner sources. The individual will work across all levels as a liaison to improve access and use of information.

Key Responsibilities
  • Provide support to partners to extract their datasets (including analyzing and querying routines) and catalogue data and data issues
  • Create, implement, and enforce proper data collection policies and procedures
  • Ensure the quality of the ETL process; troubleshoot data submission errors and other data errors
  • Perform regular audits to ensure data consistency and accuracy
  • Coordinate use of standards among implementing partners to promote efficiency in staging and ETL process
  • Liaise with the Data Repository Senior Technical Manager and FMOH to define the minimum data set and set quality standards
  • Understand data input and output and make recommendations for improvement of the dimensional model
  • Review and advocate for updates to minimum data set based on end-user requirements
  • Engage with FMOH to define security and user access; ensure data system is operational and users have appropriate access
  • Support users on query development and trouble-shooting dashboard issues
  • Understand and ensure compliance to policy and standards across all aspects of the NDR
  • Assist the FMOH with testing and implementation of the NDR; prepare monthly, quarterly and annual reports for distribution
  • Develop ad hoc reports as necessary for key stakeholders
  • Review and ensure integrity of linkages between the NDR and DHIS2
  • Responsible to create and maintain internal and external documentation including: data sources and changes to the minimum data set, ETL processes, data models, table structures, queries, etc.
  • Provide assistance to Capacity Builder/Trainer to train and educate key stakeholder on available data and accessing information; actively engage users and FMOH by providing  presentations, overviews and leading in or assisting with TWG
  • Act as a liaison on data management issues, protocols, SOP, policies and procedures and be able to convert technical specifications and language into user friendly format for  various stakeholders
Qualifications
  • Degree in public health, health data analysis, statistics, computer science, or related field.
  • 8 years of professional experience in IT domains and ability to design and conduct trainings on data management, data reporting and other related topics
  • Knowledge of M&E within the HIV, PMTCT, and TB care and treatment setting
  • Demonstrated experience applying data warehousing tools
  • Knowledge of various EMRs in Nigeria
  • Experience working in all stages of the development life cycle of data warehouse
  • Experience with Tableau or other business intelligence tools
  • Analytical skills and data reporting for HIV care and treatment; broad understanding of relevant HIV care and treatment indicators
  • A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
  •  Verbal skills are required to communicate technical information to audiences with varying levels of technical expertise as referenced above
  • Good writing skills are required to develop and articulate key reports and information to various audiences.
  • Strong understanding of public health and EMR systems in Nigeria. Knowledge of national Nigeria datasets a plus.
  • Working knowledge of Structured Query Language (SQL) is an added advantage.
  • Proven experience facilitating training events.
  • Ability to synthesize information and utilize communication approaches to disseminate that information.
  • Presenting information to others to convey information; training and capacity building skills
