Background:
Catholic Relief Services, in collaboration with Search for Common Ground and Caritas Bangassou, is implementing a 3-year USAID Secure, Empowered, and Connected Communities (SECC) Program to support grassroots efforts at improving security in LRA-affected areas of CAR. The main objectives of the project are as follows: 1. Empower target communities to employ adaptive strategies to address their security and community challenges, with an emphasis on the threat posed by the LRA; 2. Target communities are better informed and connected: to each other; national and local government structures; resources; local civil society, and other local, national, and international actors; 3. Effective communication and coordination with local, national, regional, and international actors working in LRA-affected areas of CAR are improved. The SECC M&E Manager will develop and manage the program’s Appreciative Inquiry – based monitoring and evaluation system, using data analysis as the basis for measuring performance. This M&E system will be designed and implemented in collaboration with project participants, including development of indicators, collection of data, and data feedback mechanisms. S/he will lead SECC’s effort to learn continually from the project and to ensure that learning is incorporated into evolving program plans and reported back to project participants. The M&E Manager will lead the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying the findings, information, lessons learned, and best practices among CRS and partner staff. S/he will manage a database, and will be responsible for ensuring the use of standardized tools and methodologies across the three organizations in consortium. S/he will also ensure a high level of coordination and capacity building with partners for timely reporting to USAID and other stakeholders with quality reports rooted in the analysis of project data.
Specific Responsibilities:
Database and tool development and management
· Lead Simple Measurement of Indicators and Learning from Evidence-based Reports (SMILER) to inform the M&E plan
· Develop and manage the development of a system that will be shared between three organizations to track key monitoring data
· Ensure tools and information address beneficiary community needs and capacities to analyze information for their own use
· Develop and use standardized survey tools, and other data collection forms using electronic data collection (iPods or tablets) to implement the M&E plans
· Develop a user guide for database
· Ensure that data collection systems are gender sensitive and seek data on minority groups
· Ensure data integrity and quality control mechanisms
· Incorporate Information Communications Technology solutions into data collection
Leadership of SECC feedback mechanism for program quality
· Engage with SECC and country program management to interpret database results and propose implementation changes if necessary.
· Ensure relevant program information is communicated back to participating communities, or analyzed directly by them
· Prepare quarterly reflection events with project participants to review data and revise community planning as necessary
· Document programmatic best practices and success stories
· Ensure accountability mechanisms between project and participants
· Track information related to intra/inter-community conflict and analysis of trends;
· Collaborate with the Comms/ICT manager to document and analyze data coming via the HF radio component

Management of participatory assessments and evaluations
· Lead participatory baseline survey assessment in target communities using appreciative inquiry methodology
· Periodic participatory assessments to measure SECC program outcomes and impact
· Lead mid-term assessment to gauge initial changes in behavior and identify key lessons learned
· Manage external final evaluation process

External Reporting
· Prepare quarterly M&E reports to inform donor reporting

Capacity Building/ Formal
· Provide technical assistance to staff and partners on data management, data analysis and results-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods and principles

Key Working Relationships:
· Internal: SECC Project Director, SECC Communications & Technology Manager, SECC Field Coordinators, SECC Finance & Grants Manager, Country Manager, Chad/CAR Head of Programming, Country Representative, RTA Monitoring & Evaluation
· Indirectly: Project support staff in Bangui, other CRS Central African Republic project coordinators
· External: International and Local partners, Search for Common Ground and Caritas, program beneficiaries.
Qualifications and Experience:
· Master’s degree in a field related to international development, plus three years professional experience in M&E programming, especially USAID programming.
· Familiarity with principles and current approaches to M&E of development programs using both quantitative and qualitative methods, especially those of USAID
· Proficiency in database development/management, SPSS, EPI-Info, Excel and skills in analyzing, interpreting and communicating information to various stakeholders; experience using ICT for data collection
· Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)
· Experience using appreciative inquiry and conflict sensitivity techniques
· Previous experience with leading and managing studies and consultants
· Ability to transfer knowledge through formal and informal training
· Previous experience working with local partner organizations
· Demonstrated commitment to gender-responsive programming
· Flexibility to work both in a team and independently.
· Cultural sensitivity, patience and flexibility.
· Demonstrated personal accountability and driven to serve others.
· Fluency in English and French (written and spoken)
· Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS’ mission
· Willingness to be field-based
