Position Summary
IBTCI is currently looking for a HIV/AIDS Expert for a mid-term evaluation of USAID/Kenya’s AIDS, Population, and Health Integrated Assistance (APHIAplus) program. APHIAplus is a cooperative program that aims to strengthen leadership, governance, and management of health care services at the community and service level. APHIAplus works to:

             Scale up health service delivery and build capacity;
             Strengthen health information systems;
             Improve water, sanitation, and hygiene;
             Address gender issues and maternal and child health;
             Establish food security;
             Encourage health behaviors.

The HIV/AIDS Expert will be hired for the duration of the evaluation and assist the team leader in conducting necessary evaluations. She/he should have experience with public health in Kenya and familiarity with major issues in Kenya pertinent to HIV/AIDS.

Responsibilities:

The HIV/AIDS Expert shares responsibility to fulfill the project’s scope of work with other team members. She/he must assist in designing and carrying out program evaluations. The HIV/AIDS Expert will work in conjunction with other team experts to produce the following deliverables:
             A brief outline of the methodological approach for the evaluation.
             In-country briefs to USAID/Kenya on progress and discuss problems and issues.
             An in-country presentation to USAID on the main findings at the end of the evaluation.
             Draft report and final evaluation report.

Qualifications:
             Minimum 10 years’ experience in HIV/AIDS programming preferably in Kenya or East Africa region.
             Previous experience in evaluating USAID funded HIV/AIDS programs
             Master’s Degree or equivalent in Public Health or a related field.
             Knowledge of the Kenyan public health system especially the National HIV/AIDS response
             Extensive knowledge on HIV/AIDS response in Kenya including knowledge of the National  AIDS and STI Control Program (NASCOP) monitoring and evaluation systems and related tools
             Knowledge of PEPFAR and national HIV/AIDS indicators and their measurements
             Excellent organizational, written and spoken communication skills.
             Previous experience with USAID-funded   HIV/AIDS projects preferred.
             Fluency in English is required.
