Job Summary:
Catholic Relief Services/DRC is seeking a Technical advisor in
maternal and child Nutrition for a 5-year Rise project. The Technical
Nutrition Advisor (TA-Nutrition) is expected to provide TA MYAP activities
in such a manner that the skills and contributions of the various MYAP team
members and sector components will ensure the integration of nutrition
across MYAP activities. The TA will be responsible for operation research,
adherence to global practices, use of M&E to make informed decisions,
integration across all sectors. In close coordination with the MYAP
Coordinator, the NPM is responsible for the management, monitoring, and
reporting of these activities for the donor.
Specific Responsibilities:
Project Implementation, Monitoring and Evaluation
• Analysis of the nutritional situation and
nutrition challenges in project areas
• Identify and provide technical support to partner staff on nutrition
project components
• Supervise and strengthen the technical capacity of CRS Nutrition
team in integrated nutritional programming through coaching, mentoring and
learning opportunities
• Working closely with CRS PM2A Manager, provide CRS and Caritas Goma
staff with the technical assistance needed to develop effective project
monitoring systems for nutrition projects
• Organize sectoral reviews and nutrition program/project evaluations
• Overseeing the nutrition program to ensure good compliance of
activities within the objectives of the MYAP and USAID FFP - this includes
regular visits to the teams in the field in order to evaluate achievements;
to discuss the constraints encountered, the possible solutions and to make
recommendations for current and future programs
• Review monitoring information and lead discussions on incorporating
findings into project activities.
• Support CRS and Caritas Goma staff partner team develop quality
reports; Assure reports are accurate and timely .
Work with the MYAP Coordinator and MYAP Sector
Managers
• Ensure strong communication and coordinate closely with CRS PM2A
Manager responsible for direct supervision of the nutrition activities in
North Kivu Province.
• Support the integration of nutrition activities into other program
sectors including agriculture production and governance.
• Ensure effective integration and coherence of CRS/DRC’s nutritional
activities – nutrition surveillance, feeding programs, capacity building –
in accordance with the CRS/DRC country strategy and the national Ministry
of Health (PRONANUT) strategy.
Partner Relations
• Conduct regular and extensive site visits with partners to
monitor project progress
• Led the development of operation research with partners to document
the learning process and lessons learned during the implementation of
project activities
• Provide technical assistance needed to strengthen partner capacity
in project implementation, monitoring, and reporting
• Participate in all relevant meetings related to nutrition and
health, including meetings with donors, partners and governmental bodies,
in coordination with the Hop and Chief of Party Program
Resource Management and Compliance
• Collect and maintain appropriate technical resources in the Project
Resource Center
• Represent CRS on relevant committees and external meetings and
functions when requested
• Ensure adherence to CRS security guidelines and procedures.

RTA for Health, Deputy Head of Program, MYAP Coordinator, MYAP Agriculture
PM and other programs PIQA HQ
External: CRS technical and implementing partners, MYAP Lead Agency, Health
cluster and donors

Required Qualifications:
• Master’s Degree in Public Health/Nutrition or a related
field required;
• Ability to work independently with little or no day-to-day
supervision of activities and meet deadlines but also coordinate
effectively as part of a team
• Minimum 1-2-5 years experience managing CRS development projects,
and with CRS’ or other organization proposal writing and project review
process
• Minimum 1 years living and working overseas, in Nutrition
programming experience
• Ability to take initiative to accomplish program goals and
objectives
• Strong analytical and organizational skills.
• Detailed, flexible and the ability to multi-task
• Demonstrated professionalism and high level of maturity
• Ability to function effectively as part of a multi-cultural team
• Excellent communication and writing skills

• Extensive knowledge of proposal-writing and budgeting

• Ability to travel within DRC in areas with limited amenities. Around
50% of time to be spent monitoring partner activities and field level
impacts
• Foreign Language Required: Fluency in French or Swahili is required.
