Job Background/Summary:
Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in nearly 100 countries globally including The Democratic republic of Congo (DRC).
Over the past few years, communities in Mali have faced a widespread drought (2011), a military coup d’état (March 2012), large scale rebel takeover in the country’s north, a multi-national foreign military intervention invited by its Government and the consequent retaking of the north and the buildup of a UN led peacekeeping force. During much of the past two years, Government services were cut up in  the north, while the entire Government and economy suffered as aid was withdrawn due to the coup.  500,000 Malians were displaced from the north, many going to southern cities like the capital Bamako while others fled across the border into  Burkina Faso, Niger and Mauritania. Economic trade also faltered, undermining markets and food security particularly in the north. With the military intervention in January 2013, led by the French, the Malian state restored its leadership in the north and with the ongoing buildup and deployment of MINUSMA forces (the Multidimensionnelle Intégrée des Nations Unies pour la Stabilisation au Mali mission)– security has returned for much of the north. Presidential elections were held in late July and mid-August with a clear and broadly accepted winner, Ibrahim Boubacar Keïta. Legislative elections are scheduled for October/November though a delay is considered probable.With the successful presidential election, the continued mobilization of MINUSMA troops and the return of government civil service; the north of Mali has opened up and displaced families are beginning to return to their homes. The UN and numerous NGOs have set up offices and support is starting to flow. Nevertheless the humanitarian situation remains precarious. As the rainy season draws to a close, many in the north have not been able to take advantage of the growing season and recent surveys indicate that a large proportion of the population in Kidal, Gao, Timbuctou and the previously rebel-occupied circles in Mopti Region is categorized as either moderately or severely food insecure. Torrential rains in Bamako and Segou regions have also resulted in hundreds of destroyed homes and dozens of deaths, while the late rains in Mopti have created concern about another bad harvest in this region. CRS currently has emergency programs that support internally displaced persons through cash transfers in Mopti and Bamako (UNICEF funding), emergency assistance to support food security and livelihood restoration in formerly held rebel areas and/or flood affected areas in Mopti Region  (private funding), and food security resilience activities in Koulikoro region (USAID/FFP). CRS/Mali’s programs, valued at $18 million for fiscal year 2013, provide support to 10 local partners in the sectors of education, agriculture, water, microfinance, health, emergency response and capacity-building. CRS/Mali works nationwide, with a heavy concentration in the Mopti and Koulikoro regions. CRS/Mali has a central office in Bamako and sub-offices in Mopti and San.  CRS/Mali development projects include: (1) a USAID/Food for Peace-funded CRS-led MYAP consortium addressing food insecurity through improved livelihoods/agro-enterprise, nutrition/watsan, and emergency preparedness/response; (2) a U.S. Department of Agriculture (USDA) funded Food-for-Education and Child Nutrition project assisting 310 schools and nearly 70,000 students; (3) Global Fund Round 10 tuberculosis project assisting the Mali government to provide quality TB services nationwide; and (4) FAO and WFP food security programs supporting agriculture and agro-entreprise in Mopti and Koulikoro Regions.
  • Primary Function:               
    The CRS Mali Emergency Coordinator will be responsible for planning, implementing, and managing emergency programming in Mali, through the supervision of the Program Managers  responsible for the individual emergency projects.
  • He/she will provide technical support to the program team and partners to develop strategies for a three-pronged humanitarian response: ·         short-term emergency assistance, ·         recovery and ·         medium-term resiliency programming as the crisis evolves. Strengthening the technical and management capacity of emergency program staff and partner organizations will also be an important part of this role.
  • He/she work closely with the Sahel West Africa (SWA) Regional Technical Advisors for Emergencies and the CRS Emergency Response Team.
  • The position will also represent CRS at regular HCT and UN cluster meetings, when appropriate.Specific
Job Responsibility:
Program Management:
  • Work in close collaboration with CRS Mali senior management team, especially the Head Of Programs, M&E Coordinator, Business Development & Program Quality PM, and MYAP Coordinator to facilitate effective program management in Mali.
  • Lead the process for the development and deployment of the Mali early recovery response plan in accordance with Sphere guidelines.
  • Prepare concept papers and grant proposals for submission to major donors. This will include working closely with program staff, resource agencies, partners and communities to do participatory needs assessments, project design and proposal writing.
  • Manage ongoing emergency program and develop strategies for mid-term resiliency programs in Mali.
  • Ensure program quality through development and implementation of monthly or quarterly emergency project reviews, comprehensive M&E systems and partner capacity enhancement.
  • Complete reports to donors as per project agreements, including financial reports provided by Finance.
  • Enhance field office and partner capacity in needs assessment, program planning and monitoring.
  • With Administration and Finance departments, ensure program compliance with all CRS and donor administrative and financial requirements.
  • Collaborate with the finance department to ensure budget holders are trained on budget management and meet CRS budgetary cycle deadlines
  • Support Program Managers/Officers and M&E officers to effectively implement, and improve as needed, the M&E systems across all projects, following the Propack III. Facilitate Real-Time Evaluations;promote project reviews and other learning events.
  • Prepare or assist project staff in the preparation of emergency project updates/reports as required by CRS and other interested bodies as needed.
  • Work with program staff to promote CRS partnership principles and establish new partnerships that will further CRS programming in Mali.
  • Maintain close coordination with CRS emergency managers in Burkina and NigerStaff Management:
  • Supervise CRS Emergency Program Managers/Officers in Mali 
  • Supervise international Emergency Program Intern.
  •  Support emergency project staff through close attention to staff care, mentoring, and development and monitoring of CRS Performance Plans through coaching sessions and appraisals.
  • Promote appropriate staff behavior in the field and a Do no Harm approach for a better understanding of local communities and the local working environment
  • Ensure security management is integrated into program activities with a particular attention to the strategy of acceptance and compliance of staff with security procedures.
Representation:
  • Maintain contact with Donor Agencies, the UN cluster system, and other NGOs to ensure that interventions are coordinated with those of other agencies and meet local requirements
  • Represent CRS and share information regularly with local authorities, local partners, the UN, other NGOs and other appropriate networks concerned with emergency response and recovery.
  • Support where appropriate UN contingency planning.
  • Identify/negotiate funding opportunities and pursue strategic partnerships for ongoing emergency activities.

Qualifications:
  • Masters Degree in related field or equivalent experience
  • Must have a minimum of three years program management experience with an international NGO in a similar capacity.
  • Experience in emergencies and program planning and management.
  • Demonstrated application of SPHERE Standards.
  • Demonstrated ability to work in partnership with local communities and NGOs as appropriate.
  • Ability to represent CRS at high level coordination meetings with donors, local government, UN, and other international NGOs.
  • Demonstrated leadership ability in strategic planning initiatives.
  • Proven ability to develop proposals and write reports meeting donor requirements.
  • Excellent analytical, management, communication and negotiation skills.
  • Must be able to prioritize multiple work demands and work effectively and efficiently with minimal supervision.
  • Proven ability to be an effective supervisor of staff of varying levels of responsibility.
  • Advanced computer literacy and proficiency in Microsoft Office (MS Word, Excel, etc.).
  • Professional proficiency in French and English.
