Background
Catholic Relief Services (CRS) is the overseas relief and development arm
of the United States Conference of Catholic Bishops (USCCB). It was founded
in 1943 and works in over 100 countries globally. South Sudan has recently
become an independent republic. CRS is the lead organization in a
consortium implementing the USAID funded Jonglei Food Security Program
(JFSP) since 2011. The post is one of several technical advisors
overseeing the planning and technical execution of the JFSP’s programs with
producer groups and communities in 8 counties of Jonglei State. The post is
located in the Program Operations Coordination Unit (POCU) for the JFSP in
Bor, the state capital of Jonglei.
The Agro-enterprise and Institutional Capacity Building
Program Manager will design and manage all aspects of the consortium’s
activities to develop governance and management capacity within the
producer groups (farmers, livestock keepers or fishermen) targeted by the
JFSP in 8 counties. S/he will also support value chain development and
agro-enterprise amongst select producer groups which have potential to
access markets and introduce access to savings and credit using
the savings and internal lending community (SILC) model
promoted by CRS. S/he will plan and implement strategies to support
producer groups created in agro enterprise development, value chain and
market linkages. S/he will provide training and capacity building to all
consortium member staff, stakeholders and partners on the development of
business and agro enterprise skills, as well as for supporting households
in developing profitable value chains in agriculture and livestock
production.
The post holder is a member of the Livelihoods and
Agriculture Team and reports to the Team Leader in JFSP. As a member of a
multi-disciplinary livelihoods team, s/he will provide appropriate and
timely input to other technical sectors in order to achieve overall project
objectives. S/he will provide direct supervision to the SILC Program
Coordinator in the POCU and oversee the technical supervision provided to
staff working with producer groups and savings groups at county
level for JFSP. S/he will develop and run ToT workshops,
prepare toolkits, and training materials for program teams and extension
agents on producer group and SILC group capacity building S/he will work
closely with the Gender Technical Advisor to ensure that capacity building
in producer groups takes account of gender barriers at community level.
S/he will plan and execute training and programming in collaboration with
the Agriculture and Livestock PMs to ensure that agro enterprise and group
strengthening is built into all activities with producer groups. The
incumbent will work in close consultation with the CRS SILC Program Manager
in Juba and the CRS Senior Technical Advisor (STA) for Microfinance. S/he
will represent CRS and the JFSP as appropriate to stakeholders and partners
in Jonglei State.
Job Responsibilities:
- With
the DRR & Program Team Leader develop a plan for capacity building
and institutional strengthening of the producer groups for JFSP (i.e.
farmers, herders, fishermen etc.).
- Oversee
and guide producer group institutional building, including
communication, meeting and group organization, accountability and
management of group assets and resources, internal democracy, etc.
- Develop
and organise training for other JFSP program staff and extension
agents on producer group institutional strengthening and
agro-enterprise.
- Identify
the routes to formal registration within Jonglei State (CBO,
cooperative, small business etc.) and provide training and guidance to
the consortium and to producer groups on practical steps to formal
registration, as appropriate.
- Support
the development of savings and internal lending within producer groups
and direct them towards the institutionalisation of the SILC model as
appropriate.
- Manage
the Program Coordinator for SILC in the POCU;
- Develop
guidelines and training materials on producer group internal
governance and capacity building for consortium partners and extension
agents.
- Support
the consortium partners in the planning and implementation of business
and agro-enterprise skills for men, women and youth within the
producer groups.
- Work
with the program technical leads and county area coordinators to
identify and develop profitable value chains.
- Support
the development of market access and financial understanding amongst
producer groups by the introduction of the SILC model, as appropriate
in communities.
- Work
with other JFSP technical advisors to design, plan and implement an
agro enterprise intervention, including mobilization, group
formation, savings, producer group institutional building, value
chain identification and marketing, access to loans, business planning
etc. .
- Participate
with other technical leads in the setting of targets and indicators
for SILC programs. Develop the processes and provide the
training required to enable field staff to monitor performance and
achievement of targets and standards;
- Manage
and provide effective leadership and oversight to the activities of
the SILC team
- Conduct
regular evaluations of the SILC, agro-enterprise and institutional
capacity building components and design appropriate tools to do so as
well as participate in overall program reviews and evaluations.
- Conduct
value chain assessment and agro-enterprise potential mapping to
develop an intervention plan in JFSP operational areas
- Identify
value chains and market opportunities which are particularly accessible
by women and develop training and other capacity development geared to
maximise the participation by women.
- Assess
the capacities of agro-vet private sector suppliers and develop
program for institutional capacity building to support JFSP’s
strategic objectives.
- Coordinate
with the other technical leads to ensure that program assets
provided on a credit basis are revolved to support other
beneficiaries in a
- Represent
CRS and JFSP at relevant meetings and inter-agency working groups on
livelihoods and gender in Jonglei State.
- Carry
out other duties in the Livelihoods and Agriculture team as identified
by the supervisor.

Essential qualifications and experience
- Post-graduate
degree in agriculture or rural development or a related subject
from a recognised university;
- Excellent
communication skills in English, both oral and written;
- Financial
numeracy;
- At
least 5 years professional programming experience related to
small business support, rural livelihoods value chains and
strengthening cooperatives or farmers associations;
- Substantial
experience in designing, implementing and managing livelihoods related
projects in a developing country context;
- Proven
capacities in participatory planning and evaluation at community
level;
- Proven
ability to build partnerships with government ministries in
agriculture and livestock and of capacity building of
extension agents in agro-enterprise and value chain development;
- High
level training and facilitation skills with program teams and
beneficiaries;
- Excellent
documentation and writing skills; proven ability to write quickly and
clearly and communicate with a wide range of stakeholder groups
- Proven
experience in building, strengthening and working with
government and non-government local partners
Desirable qualifications and experience
- Work
experience in South Sudan or Jonglei State would be an advantage;
Mental / physical requirements
- Must
express thoughts and ideas by spoken and written word; listen
effectively.
- Must
sit for prolonged periods of time; drive to various locations; work at
a computer.
- Ability
and willingness to travel up to 30-50% of the time within S. Sudan
with sub-region visits in-country to project sites; travel within or
outside EARO and to HQ when requested.
