Senior Operations Manager, Humanitarian Assistance Program in South Sudan

Global Communities has an immediate opening for an experienced Senior Operations Manager for programs in Agok and Abyei to lead two humanitarian assistance programs in South Sudan.  This position involves coordination of two project sites and staff, and coordination with the management team to develop, modify and monitor programming elements.  The selected candidate will have the opportunity to oversee the expansion of Global Communities’ activities and operations within the program area and strengthening linkages with partner agencies.

The Senior Operations Manager will be responsible for all program activities on a day-to-day basis to ensure effective implementation of emergency and early recovery programs of over $2M annually. Responsibilities include logistics and operations, budget management, supervision of staff, M&E activities, and representing Global Communities with local officials, OFDA, UN, I/NGOs, and communities.

PRIMARY JOB RESPONSIBILITIES 
Manages operation(s), activities, and staff in Abyei area.
  • Oversee development and approve workplans, coordinate implementation of workplan for multiple programs.
  • Manage local and international staff.
  • Approve employment, termination, performance, and other personnel actions.
  • Ensure Standards of Conduct, the Employee Handbook, and other corporate and applicable policies, procedures, and schedules are followed.
  • Recommend, approve, and implement the operation’s policies, procedures, and schedules within limits of authority.
  • Monitor operations throughout the year to ensure adherence to budgetary controls.
  • Plan program activities, manage the budget and ensure timely procurement of materials.
  • Ensure compliance with quality, safety, and environmental standards.
  • Develop detailed work plans and ensure effective coordination and integration of activities.
  • Ensure staff adherence to activity monitoring schedules.
  • Troubleshoot and resolve challenges and obstacles. Prepare status and progress project reports as required.
  • Develop, approve and implement a monitoring and evaluation plan for all phases of the activities. Develop and lead baseline and other related assessments. Review M&E reports and initiate corrective measures to remedy the gaps or deficiencies identified.
  • Identify and forward information on potential new business opportunities. Assist with proposal development.
  • Represent Global Communities. Liaise with key individuals as necessary. Participate in assessments, task-force teams and workshops, technical committee meetings, and coordination groups.
  • Undertake all other duties and projects as may be assigned from time to time.

QUALIFICATIONS:
  • Master’s degree in international development or relevant subject.
  • 8 years of experience in emergency or development projects in conflict or post-conflict settings preferably augmented with experience in protection issues.
  • Proven high level of interest in and knowledge of, or a combination of the following (preferably in the South Sudan context, although not necessary): protection, food security and livelihoods, shelter, WASH and conflict management desired.
  • Strong understanding or interest in the current humanitarian and development dynamics in South Sudan.
  • Experience in working with and coordinating with international and national NGOs, government and donor agencies.
  • Excellent decision making skills and proven program leadership, management, project planning, organizational, interpersonal, and communication skills.
  • Experience working in unstable or conflict areas and willingness to work/live in very remote areas with limited services and amenities.
  • Demonstrated ability to communicate, take direction, assume leadership, and make rational decisions while working remotely from country leadership.
  • Effective communication and team-building techniques.
  • High motivation, initiative, and adaptability.
  • Must be a dynamic individual with strong people and managerial skills, commitment to humanitarian principles and strong ability to work independently under challenging conditions.
  • Strong skills in managing a team with different backgrounds, abilities, and technical knowledge.
