Background:
Catholic Relief Services (CRS) is the overseas relief
and development arm of the United States Conference of Catholic Bishops. It
was founded in 1943 and works in nearly 100 countries globally including
the Democratic Republic of Congo (DRC). Catholic Relief Services in
partnership with Mercy Corps (MC) was awarded a Non-Emergency Food Aid
Program (NEFAP) from USAID/Food for Peace (FFP). The program will run from
September 1, 2011 to August 31, 2016 in North Kivu Province, DRC. The goal
of the program is to reduce food insecurity among vulnerable populations in
North Kivu. CRS/DRC is a sub to Mercy Corps on this project, entitled RISE,
where we are in charge of the production and disease mitigation aspects for
cassava and bananas, as well as nutrition including preventative rations
(PM2A) in 3 of the 5 target health zones.
The MYAP RISE is proposing to recruit a dedicated
Operations Manager who will be responsible for all financial functions of
MYAP RISE including accounting, payments, financial reporting and grant
financial management and compliance. The Operation Manager will ensure
compliance with the USAID/FFP regulations and also CRS internal policies
and procedures. In it role as a support to the programme department, the
Operations Manager will provide timely reports and assistance to the MYAP
Programme Coordinator and the programme team to ensure that financial
resources are used efficiently and effectively.
Job Summary:
The Operation Manager for MYAP RISE programme is a key
position in the 10US$ million, 5 years USAID/FFP-funded project. Working
under the direction of the MYAP Programme Coordinator, she/he will
responsible for all aspect of financial management of programme, ensuring
compliance with CRS internal policies and procedures as well as donor regulations.
She/he will work closely with the Programme Coordinator,
finance/logistic/procurement officers and staff dedicated to the MYAP
Programme- Nutrition manager, agriculture coordinator, commodity manager
other managers and local partners Caritas Goma/CEDERU.
Job Responsibilities:
- Oversee
monthly standard accounting submissions to CRS Kinshasa, including
general ledger files, account reconciliations, as well as other
financial information in a timely and accurate manner in collaboration
with the Programme Coordinator and Grant and compliance Officer in
Goma and Kinshasa.
- Prepare
and provide monthly financial management reports to the Programme
Coordinator and Program Managers in a timely and accurate manner.
- Develop
annual fiscal year budgets with the Programme Coordinator and develop
and implement grant budgeting and forecasting systems with Program
Managers.
- Develop
and maintain local office policies and procedures and provide training
for all issues related to local financial and ensure effective
implementation of existing policies;
- Ensure
compliance with the financial policies and guidelines of CRS and the
requirements of donors.
- Co-ordinate
and maintain a cash forecasting system for submission to Kinshasa Office
in time to ensure adequate funds are available to meet program
requirements.
- Ensure
project accounts are kept up to date, accurate and are submitted to
Islamabad office on time.
- Ensure
proper and updated filling of MYAP financial and external and compliance
documents;
- Work
closely with CRS Administrator and Logisticians and provide
supervision and support as required by the field staff.
- Conduct
internal reviews for the field sites every three months, to ensure
that all financial and administrative procedures are carried out in
line with CRS Guidelines and regulation;
- Provide
support, training and advice to project staff on finance related
issues, as required.
- Make
regular visits to field sites for regular monitoring and supervision
purposes. Audit Follow-up
- In
collaboration with Goma Compliance Officer, ensure that Caritas Goma
provided accurate and timely inputs into the programme and project
external audit;
- In
close collaboration with HoMQ, ensure timely closure of audit
recommendation, document and ensure discussion and preparation of a
plan of action;
- Monitor
implementation of action/corrective action plans relative to both
internal and external audit and report back to relevant managers.
- Take
active role in inventory planning and management, accounting and
record keeping of all properties purchased from MYAP funds.
Qualifications:
- Higher
Diploma/or equivalent in accounting or finance is required; advance
degree preferred.
- 3+
years of relevant field or management experience of complex,
multi-dimensional programming including administering small grants in
an international environment or a country office.
- Experience
in grants design and administration is required.
- Proven
success managing the administration and compliance of US government
funding, particularly with the management of large USAID-funded
sub-grant mechanisms of a MYAP comparable size;
- Demonstrated
experience and skill with budget preparation and analysis, financial
reporting preparation and presentation and the proven ability to
translate technical financial data into informative reports;
- Effective
verbal and written communication, multi-tasking, organizational, and
prioritization skills;
- Demonstrated
attention to detail, ability to follow procedures, meet deadlines and
work independently and cooperatively with team members is required;
- Strong
accounting skills and experience, including management of the general
ledger, journal entries, payroll, payables and balance sheet;
- Advanced
computer skills in MS Office programs, particularly Excel;

Physical Requirements/Environment:
The position is based in Goma/DRC in a normal office
setting. The position requires some travel within the Provinces, in areas
with limited amenities, as well as attendance at internal and external
conferences and workshops when requested.
