Country Director - Senegal

Job Description
Function:
Under the direction of the West Africa Regional Director (the RD) the Director maintains overall responsibilities for the direction and coordination of all the program/project activities within the Country Program (CP).  The Director is responsible for the development and implementation of strategic vision which complements global plans of Heifer International and Africa Area Program (AAP).  The Director is responsible for human resource management and personnel development, including the administration, supervision and evaluation of personnel.  Establishes overall financial management and budget approval for the CP as well as the establishment and maintenance of appropriate monitoring and evaluation systems.  The Director represents Heifer International (HI) to the host government, partner organizations, local institutions, communication media and headquarters (HQ) staff.  Furthermore, the Director will lead efforts to respond to requests for proposals and other funding opportunities.

Required Skills
Responsibilities: 
  1. Provide leadership and direction to the processes of long, medium, and short term planning of the CP.
  2. Develop strategic framework of the program which reflects Heifer International and AAP priorities, in order to ensure quality, impact, scale and efficiency in terms of program cost.
  3. Establish, maintain and improve active and regular working relations with authorities of the host government, donors, communication media, local and international NGOs, in order to assure the maximum impact and relevance of Heifer International programs in the country.
  4. Design and implement culturally appropriate systems for the recruitment, orientation, personnel development, management, promotion and supervision of personnel.
  5. Establish equitable policies and practices of personnel compensation and benefits.
  6. Designs and implements an organizational structure which is in harmony with the practices of HI, and is appropriate for the needs of the program.  Defines expectations and evaluates personnel on a regular basis.
  7. Develop systems and processes for the CP to assure that programs are well implemented, and with efficiency in terms of cost.
  8. Supervises expenditure control within the budgets and assures the existence and functioning of systems for the control of all assets, estates, funds, equipment and installations.
  9. Develop well-prepared operational programs and budgets.
  10. Facilitates all audits of the CP, and follows up on the implementation of any recommendations emanating from such audits.
  11. Assure compliance with contractual regulations and donor procedures. Submits timely financial reports to HQ and to the donors as required.
  12. Follow the orientations of the CP policies and procedures manual, and assure that all CP assets are in good working conditions.
  13. Develop and design plans to combine long range funding and programming needs, including expansion, if appropriate.
  14. Track funding opportunities with local representatives of funding agencies (e.g.: USAID, DFID, European Union).  Establish and maintain relationships with these and other funding agencies.
  15. Prepare creative and detailed proposals that are compatible with the priorities and orientations of AAP and the CP.
  16. Obtain all the necessary inputs and approvals of AAP, and present opportunistic proposals to the donors.
  17. Develop an appropriate system of monitoring and evaluation to assure that HI programs are of the highest quality, achieve impact and scale, and that the programs/projects are well documented.
  18. Assure the implementation and evaluations of baseline, periodic and finals, presents semi-annual and annual reports, donor reports and impact reports, as appropriate.
  19. Establish contact with  local and Heifer counsel, and minimize legal responsibilities and risks to Heifer, and ensure that emergency and evacuation plans/procedures are established.
  20. Carry out fundraising activities while traveling away from Senegal.
  21. May perform other job-related responsibilities as assigned.
Required Experience

Minimum Requirements:
Bachelor’s degree in international development, agriculture economics, development studies, business administration, or a related field, plus 10 years of related experience.

Preferred Requirements:
  • Master's Degree in the fields of Agriculture, Natural Resources, Resource Development, Rural Development Administration or other related field plus a minimum of five (5) years’ job related experience.
  • Minimum of three (3) years of experience in rural development in Africa.
  • Minimum of three (3) years’ management-level work experience, either in a supervisory or leadership capacity.

Most Critical Proficiencies:
  • Knowledge of income and expense budget preparation and monitoring.
  • Knowledge of and experience with the non-profit/non-governmental organizational approach, and knowledge of global sustainable development essential; international experience and knowledge of hunger organizations.
  • Skilled with computers as a tool for word processing, database, email, spreadsheets, and organizing (Microsoft Office Suite preferred).
  • Knowledge of and compliance with the local labor laws and practices.
  • Demonstrated fluency with speaking and writing English, as well as a working knowledge of French.
  • Strong organizational skills.
  • Knowledge of human resource policies and procedures.
  • Knowledge of and compliance with the local labor laws and practices in Senegal.

  • Demonstrated ability to use participatory management skills with junior and senior HQ and field staff.
  • Proven interpersonal and communication skills with the ability to relate to individuals and groups diplomatically and tactfully.
  • Demonstrated ability to work with advisory and governing boards.
  • Willingness to travel both domestically and internationally.
  • Working with sensitive information and maintaining confidentiality.
