Position Summary
The Capacity Building Advisor shall undertake systematic and
accountable capacity-building and training to Federal Ministry of Health (FMOH)
for sustainability of the FMOH National Data Repository (NDR). The Advisor will
liaise closely with the FMOH to develop a curriculum and capacity building plan
that focuses on the specific needs of the FMOH. S/he will contribute towards
the development and dissemination of best-practices and support institutional
learning and knowledge retention. The Capacity Building Advisor will implement
activities in the work plan, meetings for shared experiences, and additional
trainings as required.
Key Responsibilities
- Undertake
assessment of national capacity for support and maintenance of the
national data repository and develop a capacity building strategy, plan,
and curriculum; as necessary, assess human resource management and identify
areas for intervention.
- Design
and deliver training, mentoring and capacity building of identified FMOH
staff
- Provide
expert advice on the development of capacity building strategies
- Support
FMOH to improve the effective integration of the NDR to improve the use of
data for decision making and policy formation
- Provide
feedback and recommendations to the technical team for enhancements to the
NDR for improved buy-in and implementation
- Identify
and disseminate best practices for the NDR
- Provide
on-site technical assistance and mentorship to ensure that FMOH staff are
capable to maintain and use the NDR.
- Contribute
to the design and requirements gathering process for the NDR
- Participate
in regression testing as requested
- Serve
as the point of contact for the NDR for users
- Lead
user acceptance testing with FMOH and document defects and critical
enhancements
Qualifications
- Proven
trainer with extensive knowledge and expertise strengthening capacity
across multiple sectors (IT, M&E, policy makers, etc)
- Degree
in Computer Sciences, IT, Computer Engineering or related fields
- Extensive
knowledge of Futures Group IQSolutions - IQCare experience preferred
- Demonstrated
ability to collaborate and communicate in positive working relationships
with other team members and partners
- Strong
staff development, coaching, and mentoring skills
- Ability
to work independently while being a strong team player
- Strong
organizational, interpersonal and communication skills
- Experience
with USAID or other USG-funded programs
- Ability
to interact clearly and effectively with other organizations
- Must
be able to work and travel within Nigeria
