Background:
Since 1961, CRS has been supporting more than 30 local
partners in the DRC in the implementation of emergency response and
development programs in the sectors of health, education, livelihoods and
peace building. CRS staff operates out of a national office in Kinshasa,
three provincial offices and smaller project offices as a means of ensuring
timely and quality support to implementing partners. In 2010, CRS opened a
field office in Lodja (Kasai Orientale province) to ensure close support
and supervision for programming in emergency nutrition and Malaria
programming. Since October 2012, there has been significant and rapid
growth in the Lodja office including a new EU food security program aiming
to address the underlying causes of child undernutrition in the region, and
a DfID WASH program to begin in March 2013; both of which are sizeable
programs. The recent growth will make the Lodja office the second
largest office in terms of programming budget in the country program,
second only to Goma, which is 50% of the CRS/DRC portfolio. CRS will
implement programming in a total of seven health zones in the region in
partnership with Caritas Tshumbe and other local actors. Due to the
increased demands of the Base office, CRS is looking for an Operations Manager
to support the administrative, finance and logistics needs of staff and
partners in Lodja. The Operations Manager will work closely with the
Base Manager to provide support to operations and programming staff to
ensure quality programming implementation in the region in line with CRS
and donor regulations.
Job Responsibilities:
Support to Administrative and Finance Operations
· Provide
support to administrative and finance teams to develop contracts, process
payments and finalize reports in line with CRS/individual donor policies,
rules and regulations
· Support
program managers in the field level review of partner liquidations and
support any follow up prior to forwarding to the national office.
· Provide
on the job support to support staff and plan for additional
support/oversight from national level MQ staff as/when needed.
· Work
closely with the Base Manager and operations team to identify and
coordinate technical assistance needs for MQ staff including short and/or
long term assistance needs
· Ensure
strong supervision of direct reports and adherence to CRS performance
management guidelines.
· Liaise
directly with CRS/Kinshasa to ensure all necessary finance and
administrative documentation is collected, filed and transmitted to
Kinshasa in accordance with established protocol and deadlines.
Support to Procurement and Logistics
Operations
· Develop
and update on regular basis all inventories, physical stock and reporting
in collaboration with admin and logistics teams.
· Develop
monthly list of needs and manage requests for supply and equipment needs
for programs and office in collaboration with other staff members.
· Work
with Administrative staff to develop and implement a procurement and
logistics system in compliance with CRS and donor regulations.
· Ensure
proper management of office warehouses and warehouse staff in line with
standard CRS and donor protocol.
· Maintain
classification system for all purchases and logistics operations including
ensuring all needed documentation is transmitted to CRS/Kinshasa as needed.
· Manage
the identification, contract negotiation and follow up in regards to all
transport operators for CRS goods and services.
· Work
with CRS and partner staff to strengthen warehouse management operations
through regular trainings and field visits as necessary.
· Work
with logistics team to ensure quality and quantity of fuel is maintained
for Lodja Base activities; maintenance of the fleet is respected;
completion of necessary documentation for vehicle/motorcycle movement is up
to date; and safety procedures are respected in line with CRS and donor
regulations.
Partnership and Coordination
· Collaborate
and maintain good relationships with CRS’ local partners in Lodja, Tshumbe
and other target areas. Promote regular dialogue and a focus on capacity
building (especially on Compliance and M&E systems).
· With
support and in coordination with the Kinshasa-Based Deputy Head of Programs
for Health and Partnership, identify capacity building needs and develop
plan to support partnership activities (including regular partner
reflections).
· Ensure
strong coordination/communication with other actors in the target area.
Promote information sharing, as well as the sharing of lessons learned/best
practices in common intervention sectors.
· Assist
the Base Manager with the coordination of visits of CRS, donor, partners,
etc.
· Support
the timely provision of information on program interventions for sharing
with existing/perspective donors, Caritas National and relevant HQ
departments – to ensure the maximum promotion of CRS and partner activities
in and around Lodja.
· Represent
CRS/Lodja with government, church or other partners in absence of the Base
Manager.
· Other
duties to be assigned.

Administrative Assistant, Accountant and
Logistics Officer; likely others will be added in the near future to keep
pace with the growth.
Qualifications:
· Master’s
Degree in international development or related field.
· Minimum
7 years experience working within international development, including
positions that required supervision of others.
· Experience
working on operations systems (including but not limited to finance and
administration).
· Experience
working with local staff and partners to strengthen operations systems
(admin, finance, logistics).
· Ability
to work as part of a multi-cultural team with a high level of respect for
local culture.
· Strong
analytical and organizational skills.
· Experience

· Capacity

· Strong

Physical Requirements/Environment:
The position is based in Lodja in Kasai Oriental
Province. The position requires approximately 30 percent travel within the
Province, in areas with limited amenities, as well as attendance at
internal and external conferences and workshops when requested.
