Length of Assignment: 3 years
BACKGROUND
Catholic Relief Services (CRS) is an international
non-governmental organization supporting relief and development work in
over 99 countries around the world. CRS programs assist persons on the
basis of need, regardless of creed, ethnicity or nationality. CRS works
through local church and non-church partners to implement its programs.
CRS seeks an Agricultural/Climate Change Adaptation Team
Leader in anticipation of a multi-year, multi-million dollar DFID-funded
Building Resilience and Adaptation to Climate Extremes and Disasters
(BRACED) Programme in Chad. This program aims to build the resilience
of households and communities by improving and diversifying livelihoods,
developing shared management systems of resources critical to resilience,
and embedding disaster risk reduction and adaptation into climate change
and development responses. The Agricultural/Climate Change Adaptation
Team Leader will be responsible for all aspects of project monitoring and
reporting relating to agricultural and disaster risk reduction (DRR)
including achievement of strategic objectives, intermediate results, and
performance expectations through adherence to high standards of
programmatic and management quality.
The proposed program – paying particular attention to
the transformation of the situation of Chadian women – will increase
livelihood opportunities and small-holder access to, and participation in,
agricultural commerce; diminish nutrition vulnerabilities; reduce disaster
risk by building the capacity of local community and government structures
as well as facilitate income generating activities for sustainable
development. In addition, the program will improve community
management and productivity of natural resources in Chad’s arid lands which
are prone to climate extremes. The activity will be implemented
through a partnership of international and national agencies, in
coordination with Chadian government ministries.
MAJOR RESPONSIBILITIES
The Agricultural/Climate Change Adaptation Team Leader
will oversee budgeting, reporting, and programmatic implementation
activities in agricultural production, agro-enterprise, disaster risk
reduction, governance and other sectors. S/he must effectively manage
relationships with CRS, consortium, and partner staff to establish and
oversee a comprehensive operational approach within the program.
SPECIFIC RESPONSIBILITIES
As a member of the BRACED program management unit, the
Agricultural/Climate Change Adaptation Team Leader is responsible for the
following:
Program Quality
- Lead
the planning of agricultural and DRR project activities and setting
high-quality performance targets ensuring adherence to technical
standards, best practices and donor guidelines.
- Ensure
relevance and evidence base of program design, and engage in dialogue
with Head of Programming and other technical leads to continually
strengthen program impact.
- Ensure
that the project uses gender transformative approaches in all its
interventions.
- Assure
high quality, comprehensive facilitation and systems approaches,
integrating food security, nutrition, disaster reduction and
governance programs.
- Analyze
results achieved compared with objectives expected and identify the
appropriate means and methods required at the project level.
- Establish
or strengthen existing linkages with key government and NGO programs
aimed at strengthening resilience through agriculture and DRR at the
household, community and regional levels
- Maintain
good working relations with consortium agencies, local partner
organizations, and provincial and local government offices; facilitate
exchange of information and experiences
Monitoring Evaluation Accountability and Learning
(MEAL)
- Design
a monitoring strategy compliant with DFID requirements, consistent
with CRS, IMC and donor’s systems and guidance, emphasizing knowledge
and learning
- Oversee
all agriculture/DRR monitoring activities to ensure data and use in
making necessary project implementation changes
- Oversee
the implementation of required evaluations (impact, baseline, others,
etc.), analysis and use findings to improve progress toward desired
results
- Apply
and promote the use of participatory documentation techniques that
involve project participants and staff in the process.
- Develop
data collection instruments that capture the required information
based on the relevant project indicators and determine the appropriate
timeframe for implementation of project evaluations
- Ensure
high quality data using Data Quality Assessments (DQAs)
Capacity Strengthening
- Ensure
the sustainability of program achievements with government partners
and local stakeholders, strengthening systems including monitoring,
evaluation, accountability and learning.
- Link
and contribute to BRACED Component D: Capacity Building managed by another
organization.
Operations Research/Learning
- Facilitate
research into resilience and agricultural/DRR programming in
coordination with university partners.
- Link
and contribute to BRACED Component C: Knowledge, Evidence and Research
managed by another organization.
- Collaborate
with CRS’ learning partner and consortium members to ensure high
quality data collection and to support analysis for monitoring and
evaluation activities.
- Coordinate
with CRS, consortium, and partner staff to share best practices and
solutions to challenges during implementing partners’ meetings and in
communities of practices both internal and external to CRS
Management
- Supervise
and mentor project staff
- Collaborate
and mentor local implementation partner (SECADEV)
Reporting
- Produce
high-quality required and periodic reports or sections of reports for
agricultural/DRR sectors according to the reporting intervals
(monthly, quarterly, half-yearly and annual)
- Effectively
communicate program results to identified stakeholders

QUALIFICATIONS
- Master’s
degree in agricultural sciences, project management, disaster risk
reduction, climate change adaptation, humanitarian assistance, or
related field and 5 years relevant work experience OR 7 years
management/leadership experience in the humanitarian field with a
relevant Bachelor's degree;
- Significant
technical experience specific to climate change, agriculture, or
livelihoods programming, preferably in the Sahel or other arid context
working with most vulnerable groups
- Demonstrated
ability to manage large grants, including project design, budget
preparation, expenditure tracking, monitoring and evaluation, and
reporting
- Understanding
of DFID grant regulations and reporting requirements
- Demonstrated
experience in employing gender transformative approaches in food
security and climate change programming.
- Must
have proven experience and capabilities in conducting evaluations
(impact, baseline, others, etc.)
- Must
have the ability to communicate effectively (written and oral) with a
wide range and level of audience (e.g. governments, communities, donors,
CBOs) in French and English.
- Professional
proficiency in French required; ability to speak one of the principal
languages spoken in target area, a plus.
- Superior
interpersonal, intercultural and communication skills and excellent
organizational capacity; ability to lead and work in a multi-cultural
team with a high level of respect for local culture.
- Superior
analytical capacity and a self-starter; excellent organizational and
computer skills; skilled in MS Office including Word, Excel, Outlook,
and PowerPoint.
Travel Requirement: This position
requires ability and willingness to travel 50% of the time to the field.
