Background:
Since the Darfur crisis began in 2004, the livelihoods of vast segments of Darfur’s population, including IDPs and nomadic communities, have been negatively affected. CRS has been providing WFP food assistance to over 500,000 IDPs and other vulnerable groups in West and Central Darfur. At the same time, CRS has been supporting integrated agriculture, water and sanitation, health and nutrition and shelter programs with the aim of meeting basic needs and improving the coping mechanisms of conflict-torn populations. Now, 10 years after the crisis began, the situation is increasingly a “protracted humanitarian crisis,” rather than an “emergency.” The operating environment in West and Central Darfur is stable, although changeable. To reflect the current operating environment and respond to communities’ present needs, CRS is responsibly transitioning its programming from relief to early recovery. A key part of this transition is helping communities to build their resilience to shocks and stresses. At the same time, CRS Sudan is also moving away from direct implementation, and is increasingly engaging with local partners.
CRS is finalizing the approval of a substantial DFID grant for resilience programming in Darfur, with CRS as a lead of a large INGO consortium. The PM would manage the implementation of the CRS portion of this new project. The project integrates food security activities (such as training Farmer Extension Volunteers (modified Field Farmer School-FFS approach, SILC, nutrition activities through the Care Group Model, and community disaster risk reduction (DRR).  In addition, the PM will manage other small resilience projects, as needed.
Primary Function:
Under the supervision of the Consortium Project Director, based in Khartoum, the Resilience Program Manager will be directly responsible for the management of DFID-funded resilience programming throughout West and Central Darfur. S/he will have supervisory responsibility over a team in the El Geneina field office and two sub-offices in West Darfur, and is responsible for building the capacity of local staff. S/he ensures program quality of resilience activities, documents project promising practices and lessons learned, and coordinates with other CRS sectors (e.g., nutrition, WASH, shelter) and with other stakeholders (national and local government, other NGO, UN bodies) in West and Central Darfur. She/he will contribute to the development of resilience projects, as needed.
Specific Responsibilities
Assessment 
  • Oversee, with technical support from the CRS Consortium M&E Coordinator, the baseline assessment, mid-term review and final evaluation of the DFID project within the CRS operational area.
  • Coordinate and lead other resilience assessments conducted by CRS, participate in assessments conducted in coordination with other stakeholders, or provide technical input on resilience into CRS assessments being conducted by other sectors.
  • Assess in-country and community based human, material and financial resources to support resilience programs.
  • Identify prior assessments and best practices in Darfur in his/her sector.
  • Identify potential local partners for resilience and, with CRS partnership staff, assess these local partners.
Program Design
  • Contribute to the design and development of new resilience programs, in collaboration with the Business Development Manager and Head of Programs.
  • Develop a standardized package of costs, interventions, staffing levels and targeting ratios for future resilience programming. 
  • Ensure integration of program interventions with other leveraged resources and other relevant programs, particularly Shelter, Health and Nutrition, WASH, and Food Assistance.
  • Develop letters of intent, MOUs and Technical Agreements with local government, NGOs and other stakeholders.
  • Design and monitor capacity-building plans for local partners.
Supervise and Coach programming staff
  • Directly supervise national staff including Senior Project Officers and Project Officers.
  • Foster national staff development and teambuilding through coaching and mentoring.
  • Support program staff in project management including implementation, budget management and monitoring and evaluation.
  • Identify training needs and opportunities for staff and organize/facilitate training events as appropriate.
  • Identify and coordinate opportunities for CRS resilience staff to learn from the resilience staff members from other consortium partners.
Program and Management Quality:
  • Manage the start-up of the CRS portion of the DFID project.
  • Manage and monitor projects’ expenditures and budgets. Review actual financial performance against the budget and explain variances on a regular basis.
  • Ensure compliance with grant requirements and CRS administrative and operational procedures and policies.
  • Develop (as needed), adjust and monitor project work plans. Monitor staff field visit reports.
  • Ensure that program strategic objectives and results under his/her portfolio are fully accomplished and meet expected technical quality standards.
  • Prepare accurate and timely progress reports in terms of donor compliance.
  • Oversee the monitoring and evaluation system in CRS’ project operational area in concert with technical support from the consortium M&E Coordinator.
  • Ensure that M&E, accountability and learning are incorporated into evolving program plans.
  • Provide monthly performance indicators to CRS/Sudan M&E systems.
  • Ensure that aspects of gender, conflict sensitivity, humanitarian accountability and IHD are fully considered throughout the project cycle.
  • Oversee the development of sector-related manuals and other guides, as needed.
  • Produce marketing and communication materials on resilience in tandem with the Business Development Manager.
Representation and communications:
  • Provide regular updates to the Head of Office and the Consortium Project Director on progress, priorities and constraints.
  • Represent CRS in technical and operational working groups and forums related to resilience.
  • Represent CRS in Darfur to different donors, local government authorities and other stakeholders.
  • Attend staff regular coordination and management meetings.
  • Identify and document success stories related to resilience recovery projects.

Supervisory Responsibilities: Supervise Senior Project Officers and Project Officers.

Qualifications and Experience:
  • A Master’s degree in a field related to international development and relief.
  • Minimum of two or more years of professional NGO experience, preferably CRS experience, in integrated community development programming, with proven experience in food security, nutrition or resilience programming a must.
  • Proven understanding of the concept of resilience.
  • Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to CRS’ mission.
  • Computer proficiency with MS Office.
  • Ability to transfer knowledge through formal and informal training.
  • Willingness to travel approximately 25% of the time to remote areas of the country.

Physical Requirements/Environment: West Darfur-based that requires travel up to 50% of the time
Foreign Language Required:  Fluency in spoken and written English: Arabic language abilities are preferred.
