MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) COORDINATOR

Based in Lilongwe, Malawi.

Dimensions
  • Develop long-term vision and strategic planning on MEAL with CLT and aim leads to achieve significant programme impact.
  • Produce, assimilate, analyse and use complex programme information from varied and diverse sources to provide in-depth analysis in the specific area of monitoring and evaluation, especially campaigns and advocacy.
  • Decision-making is strategic and operational areas of MEAL with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
  • Ability to analyse and communicate complex information to a wide audience.
  • Coordinates the collection and management of data and other key programme information from partners and other stakeholders for use by the programme working closely with Change Goal Lead, Advocacy and Campaigns Manager, Media and Communication Coordinator and Programme Officers.
  • Enhancing the capacity of partners and staff on monitoring,  evaluation, accountability and learning systems through mentoring and formal training.
  • Communicates widely within the programme through Change Goal Leads, with partners, government institutions, donors, INGOs and other stakeholders.
  • Lead on programme accountability to partners, national government, benefiting communities and donors.



Key Responsibilities
Monitoring and Evaluation
  • Leads in the design, updating and implementation of a MEAL strategy for the Malawi programme;
  • Work with SPM to ensure that the organisation delivers on all internal and external MEAL requirements in a timely manner and with high quality information;
  • Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes;
  • Ensure that all programmes are designed and implemented in accordance with international standards (such as but not limited to: OPAL, CRIMSON) and Oxfam's Programming tools and approaches;
  • Work with Change Goal Leads in developing outcome and learning/programme monitoring indicators for logframes and other purposes;
  • Ensure that data collection and management methodologies used at field level are standardised, enabling the specific vulnerabilities of different target groups to be captured and analysed;
  • Ensure that there is an agreed MEAL framework for all projects and are being used to demonstrate project impacts by partners;
  • Develop monitoring and data collection tools for the programme based on agreed programme MEAL frameworks and work with Change Goal Leads and programme officers in collection and management of the monitoring information;
  • Ensure that monthly quantitative and qualitative data analysis is shared with relevant stakeholders to inform programme design and review including regular reports to the CLT on specific programme monitoring, evaluation, accountability and learning activities;
  • Contribute to ensure that all Oxfam internal and external reporting requirements are met with timely, relevant, disaggregated,  triangulated and well analysed data;
  • Support programme teams and partners with project assessments/evaluation planning, ensuring that minimum criteria for quality evaluations and assessments are integrated into design and implementation;
  • Co-lead on all programme MEAL processes (including programme baseline/ endline evaluations, development of relevant MEAL frameworks and managing MEAL frameworks for programme) working closely with the SPM, Advocacy and Campaigns Manager and Change Goal Leads;
  • Ensure that all assessment/evaluation reports meet Oxfam's quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming;
  • Facilitate the implementation of Improvement Plans from Programme Self Assessment Standards for Malawi;
  • Render any other technical support to the Senior Programme Manager around designing and development of processes and initiatives to support strategic planning, programme development, evaluation and learning as required.
Accountability
  • Ensure that all staff at all levels, including senior managers and directors, fully understand and promote accountability in general, through training and coaching and enhancing adherence to the HAP standard.
  • Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms.
  • Develop and report against accountability and participation-related indicators and issues, and produce an annual report on the accountability and participation work as per programme standards.
  • Ensure that participation and accountability activities are well documented and learning is shared with Oxfam Malawi programme and Oxfam International members.
  • Ensure that participation and accountability activities are appropriately planned and budgeted for in programme design and programme funding applications.
  • By facilitating information sharing with key stakeholders, including partners and beneficiaries, ensure that Oxfam promotes transparency throughout all stages of implementation.
  • Ensure that programme activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
Learning
  • Support the programme team to communicate programme learning (through document sharing, presentations, and facilitation of cross-learning/Best practices workshops amongst OXFAM partners and other stakeholders, etc);
  • Lead in  designing and implementation of programme related studies, assessments and learning in coordination and cooperation with senior managers and thematic leads and programme staff;
  • Actively seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level.
Technical supervision, performance management and capacity building of staff
  • Lead  appropriate recruitment of consultants to assist in the MEAL functions, working closely with relevant Change Goal Leads and SPM;
  • Provide leadership, motivation, guidance and technical support on MEAL related consultants, working closely with relevant Change Goal Leads and SPM;
  • Provide technical supervision of external consultants through regular contact, field visits and meetings, working closely with relevant Change Goal Leads and SPM;
  • Identify training needs of programme staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager and the human resources department;
  • Contribute to performance management of programme staff in cooperation and collaboration with their line-manager and the human resources department.
Fundraising and Donor Contract Management
  • Ensure that MEAL resources are included in proposal development;
  • Contribute to the quality reporting to donors and other stakeholders;
  • Render technical support to programme team in the development of Log Frames, Results Frameworks and key MEAL components including indicators during the programme/project design phase;
  • Support in the development of MEAL Frameworks during the project design phase;
  • Provide any relevant  MEAL quality assurance support in proposals before submission to donors;
  • Support thematic leads to ensure that project evaluations and assessments are conducted on time as stipulated in back-donor contracts;
  • Coordinate and consolidate programme reports on MEAL components  before submission to donors in close collaboration with the Programme Funding Coordinator, thematic leads and other senior managers.



Skills and Competence
  • Graduate qualification in a relevant field, such, international development, social sciences or economics.
  • At least five years of professional experience working in the development sector in an international organization context.
  • Demonstrable understanding and direct experience on design and management of MEAL frameworks for  long-term development and  humanitarian programmes.
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations.
  • Ability to work both in an advisory and a hands on implementation capacity.
  • Experience of contributing to successful funding proposals for donors.
  • Ability to write clear and effective assessment and project reports.
  • Competent to work with significant levels of autonomy, showing creativity and initiative and ability to prioritise strategically.
  • Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice.
  • Excellent understanding of gender issues and ability to provide technical advice in relation to gendered MEL processes.
  • Understanding of a broad range of programme quality issues and the practical issues faced by programme managers in demonstrating impact.
  • Strong conceptual, analytical and critical thinking.
  • Demonstrable experience of developing and delivering successful training and staff development initiatives and in coaching teams.
  • Ability to lead and motivate others, strong self awareness with excellent  interpersonal and communication skills.
  • Ability to design and deliver materials and resources which are practical and accessible to practitioners and managers.
  • Fluent in written and oral English.
