PURPOSE OF POSITION:

To provide technical support in providing full human resource management and implementing mechanisms of attracting, developing, utilising and retaining the human resource in line with the organisational policies, standards and the labour laws for the humanitarian responses, grants and international staff.


KEY RESPONSIBILITIES:
To manage the Recruitment and selection process for the Responses and Grants:
  • Develop workforce plans to manage growth and reduction so as to build a talent pipeline.
  • Support hiring managers in assessing internal vacancy requirements/recruiting needs and developing recruitment strategies and plans.
  • Prepare recruitment plans and forecasts for the response/grants positions.
  • Work with hiring managers to develop job descriptions and announcements, post advertisements in a variety of newspapers, Human Resource (HR) networks, etc. including internationally focused sources.
  • Fill vacant positions within the timeline and with quality staff.
  • Make follow ups on recruitment requisition and the respective approvals.
  • Oversee the full induction process for new staff right from orientation to the end.
  • Managing and track staff probationary period.

    Business partnering with Emergency Response Grants Managers:
  • Support Managers in preparing staffing budget anticipated plans.
  • Preparing staffing up-dates and sharing with the response/ grants managers.
  • Tracking HR activities and making follow ups with the respective managers.
  • Interpreting policies and providing continuous technical support.
  • Continuously review and up-date the HR guidelines, procedures and systems to the Managers.

    Monitor the performance management of Response/Grants staff:
  • Monitor the performance management of the staff.
  • Analysis of the performance agreements and annual appraisals.
  • Monitor the probationary period and end of contracts.
  • Prepare annual performance reports.

    Management of HR information of the Response/ Grants and International staff:
  • Monitor, up-date and manage staff records and provide accurate HR information for all stake holders and for management decision making.

    Manage the staff well being issues:
  • Conduct HR clinics to monitor the staff well being and put in place measures/standards/ systems accordingly.
  • Handle staff grievances and disciplinary issues.
  • Coordinate with Benefits office on the Staff Benefits and welfare for Response/Grants.
  • Organise staff debriefing sessions.

    International staffing issues:
  • Manage the various international staffing systems for hiring process and communicating appropriately to the Global Center any changes and adjustments as appropriate including managing on-going Payroll Action Forms so as to reflect staffing changes.
  • Coordination of international staff benefits and welfare.
  • Disseminate up-dates on policies, procedures and other HR information.

    Staff exit management:
  • Carry out staff exit meetings with separating staff.
  • Prepare exit reports for management action.

    Capacity Building:
  • Building the capacity of the People & Culture (P&C) Officers to effectively provide technical support in all the HR spheres.
  • Reinforce knowledge and familiarity of key policies both local and international.

    Communication and Reporting:
  • Produce and submit periodic up-dates to inform management about HR plans, achievements, challenges and the way forward; Analyses the recruitment process performance, prepares the recruitment dashboards, presents dashboards, recommends changes to the recruitment process and implements changes.
  • Produce and submit status recruitment up-dates for stakeholders.
  • Submit monthly report to the P&C Director within the set standards and timeline.
  • Updating and maintaining the recruiting database.
  • Documenting best practices.

    Other P&C Support functions:
  • Support the development and review of HR policies and tools.
  • Job grading in line with Hay job grading methodology.
  • Support in developing strategies and plans.
  • Any other business assigned by the P&C Director.


KNOWLEDGE, SKILLS & ABILITIES:

Required:
  • Bachelors Degree in Human Resource Management, Business administration or other related field.
  • Post Graduate Diploma in human resource management, Business Management, Organisational Development, Organizational Psychology or other related.
  • Extensive experience in Human Resource Management for a minimum of 5 years in an International Organization at the officer or specialist level.
  • Experience in international recruitment system especially in an emergency response setting.
  • Experience in grants Management, workforce planning, project startups and closure.
  • Knowledge of normal organizational policies, labour law and legal requirements.
  • Ability to be a team player, collaborator, work independently and able to effectively network (over any medium of communication e.g. Internet, phone, face-to-face) across all levels of the organization internally and externally.
  • Must have strong critical thinking, problem solving, interpersonal and oral/written communication skills.
  • Good skills in conflict resolution/ problem solving, team work, crisis management, training, facilitation and coaching.
  • Computer literate.
  • Perform other duties as required.

    Preferred:
  • Experience in international recruitment system especially in an emergency response setting.
