Background:
Since the Darfur crisis began in 2004, the livelihoods of vast segments
of Darfur population, including IDPs and nomadic communities, have been
negatively affected. CRS has been providing WFP food assistance to over
500,000 IDPs and other vulnerable groups in West and Central Darfur. At the
same time, CRS has been supporting integrated agriculture, water and
sanitation, health and nutrition and shelter programs with the aim of
meeting basic needs and improving the coping mechanisms of conflict-torn
populations. Now, more than 8 years after the crisis began, the situation
is increasingly a “protracted humanitarian crisis,” rather than an
“emergency.” The operating environment in West Darfur is stable, although
changeable. To reflect the current operating environment and respond to
communities’ present needs, CRS is responsibly transitioning its
programming from relief to early recovery. At the same time, CRS Sudan is
also moving away from direct implementation, and is increasingly engaging
with local partners.
CRS receives the vast majority of its funding in Darfur
from OFDA and WFP. Both are looking to move their programming into early
recovery, where possible. Two other smaller, but strategic, donors are the
EU (which supports a 3-year food security project) and UNICEF (which
supports education, WASH and nutrition).
Primary Function:
Under the supervision of the Head of Programming (HoP) based in
Khartoum, the Early Recovery Program Manager will be responsible for the
management of early recovery programming in West and Central Darfur. S/he
will have supervisory responsibility over a team in the El Geneina field
office and three sub-offices, and is responsible for building their
capacity. S/he ensures program quality of early recovery activities and
coordinates with other early recovery stakeholders (national and local
government, other NGO, UN bodies) in West and Central Darfur. She/he will
contribute to the development of new early recovery project proposals
which, if successful, would also come under his/her project management.
Major Responsibilities of Position: Program
design, Monitoring/Evaluation, Report writing, Assessments
Specific Responsibilities
I. Assessment
- Coordinate
and lead assessments conducted by CRS, or participate in assessments
conducted in coordination with other stakeholders.
- Assess
in-country and community based human, material and financial resources
to support his/her sector’s programs.
- Identify
prior assessments and best practices in Darfur in his/her sector.
- Identify
potential local partners for economic recovery and, with the CRS
Partnership Manager, assess these local partners.
II. Program Design
- Contribute
to the design and development of new early recovery programs, in
collaboration with the Business Development Manager.
- Ensure
integration of program interventions with other leveraged resources
and other relevant programs, particularly Agriculture and Food
Security.
- Develop
letters of intent, MOUs and Technical Agreements with local
government, NGOs and other stakeholders.
- Design
and monitor capacity-building plans for local partners.
III. Supervise and Coach programming staff
- Directly
supervise national staff Senior Project Officers and Project Officers.
- Foster
national staff development and teambuilding through coaching and
mentoring.
- Support
program staff in project implementation, monitoring and evaluation.
- Identify
training needs and opportunities for staff and organize/facilitate
training events as appropriate.
IV. Program and Management Quality
- Manage
and monitor projects’ expenditures and budgets. Review actual
financial performance against the budget and explain variances on a
regular basis.
- Ensure
compliance with grant requirements and CRS administrative and
operational procedures and policies.
- Develop
and monitor project work plans.
- Ensure
that program strategic objectives and results under his/her portfolio
are fully accomplished and meet expected technical quality standards.
- Prepare
accurate and timely progress reports.
- Oversee
projects’ monitoring and evaluation systems, with technical support
from the M&E, Learning and Gender Manager. Ensure that M&E and
learning is incorporated into evolving program plans. Provide monthly
performance indicators to CRS/Sudan M&E systems.
- Ensure
that aspects of gender, peace-building, humanitarian accountability
and IHD are fully considered throughout the project cycle, working
with the M&E, Learning and Gender Manager as needed.
- Oversee
the development of sector-related manuals and other guides, as needed.
V. Representation and communications
- Provide
regular updates to the Head of Office and the Head of Programming on
progress, priorities and constraints.
- Represent
CRS in technical and operational working groups and forums related to
early recovery.
- Represent
CRS in Darfur to different donors, local government authorities and
other stakeholders.
- Attend
staff regular coordination and management meetings.
- Identify
and document success stories related to early recovery projects.

Key Working Relationships:
Internal: Head of Office in Geneina, Senior Project
Officers, Project Officers, Program Managers, M&E, Learning and Gender
Manager, Partnership Manager, Head of Programming, Country Representative,
other key staff in the Geneina and Khartoum offices, Regional Technical
Advisor for Agriculture.
External: Host country government agents in West and
Central Darfur, UN officials, NGO agents, donor officials and local
partners
Supervisory Responsibilities: Supervise
Senior Project Officers and Project Officers.
Qualifications and Experience:
- A
Master’s degree in a field related to international development and
relief.
- Minimum
of two or more years of professional NGO experience, preferably CRS
experience, in integrated community development programming, with
proven experience in economic recovery programming a must. Experience
with agro-enterprise programming strongly preferred.
- Understanding
of USG expectations and trends for economic recovery.
- Excellent
oral and written communication skills, ability to work well with people,
good judgment and commitment to CRS’ mission.
- Computer
proficiency with MS Office.
- Ability
to transfer knowledge through formal and informal training.
- Willingness
to travel approximately 30% of the time to remote areas of the
country.

Physical Requirements/Environment: West
Darfur-based that requires travel up to 30% of the time. This is an
unaccompanied post.
Foreign Language Required: Fluency in spoken and written
English: Arabic language abilities are preferred.
