Job Purpose
The Assistant Country Director Programmes (ACDP) Zambia is responsible for programme growth and development and undertaking greater advocacy and influencing. The post-holder ensures that projects and programmes are able to demonstrate innovation and best practice in rural poverty alleviation in Zambia and are implemented to the highest standards. As a member of the Country Management Team (CMT) the ACD-P contributes to the management of the Country Programme with specific responsibility for programme design, implementation oversight, proposal development, PM&E, emergency response and building capacity of the programmes team in line with Concern’s policies and values.

Main Duties and Responsibilities

  • Lead in developing high quality innovative programming in line with the Country Strategic Plan (CSP), focusing on food and nutrition security, social accountability, women’s empowerment, disaster risk reduction and sustainable livelihoods.
  • With the CD, develop and maintain effective relations with donor agencies, networks and key government institutions in order to widen impact, raise funds and ensure Concern Zambia stays responsive to opportunities and threats that may arise.
  • Support the development and management of an effective learning and influence component of the programme, using evidence based advocacy to inform donors and government.
·         Promote Concern’s values and commitments and engage the programme team in internalising these values in programmes.
  • To lead the mainstreaming of HIV and AIDS, equality and disaster risk reduction
  • Establish strategic partnerships with Civil Society Organisations who add particular value to the programme and its impact on policy, effective governance and sustainability.
  • To contribute to the development of Concern policy and strategy in Zambia.
  • Actively support and ensure the roll-out of accountability across the country programme.

Programme Planning, Monitoring & Evaluation:
·         Lead on the development and design of programmes based on the Zambia CSP, How Concern Understands Extreme Poverty, a strong analysis of poverty in the context and funding opportunities.
·         Lead on proposal development for new interventions and in response to calls for proposals ensuring submission of good quality competitive proposals.
·         Ensure that programmes incorporate best practice in their relevant technical area and contribute to learning through the inclusion of research and innovation.
·         Encourage reflection and critical thinking necessary to achieve high programme quality , improving approaches and interventions 
·         Ensuring accountability, gender, HIV&AIDS and DRR are incorporated into programme design
·         Contribute to developing Concern Zambia’s capacity to prepare for and respond to emergencies.
·         Maintain the high standards of the current M&E system and provide oversight and support to managers in designing M&E systems, data collection (including the use of DDG), qualitative and quantitative data analysis and interpretation and review of M&E findings to improve programme quality.
·         Plan for evaluation needs through development of TORs, assessment of consultants and feedback on draft reports.

Programme Management: 
·         Take overall responsibility for Concern Zambia programmes as designated
·         Ensure effective operational management of Concern Zambia through line management of key staff, providing strategic and technical guidance to staff and partners.
·         Ensure that programmes are supported by competent, qualified and trained staff that have a good understanding of the programme, their roles and are able to work effectively as a team.
·         Ensure that all programme staff have regularly set and reviewed personal performance objectives that are relevant to programme direction and needs and Concern’s values
·         Lead on annual planning, facilitating staff and partner participation in the planning process, and ensuring each programme has detailed annual work plans which deliver on proposal commitments and are used for budget development and monitoring
·         Ensure Concern partnerships bring real benefits to the extreme poor with effective MOUs and partnership agreements and rigorous CLOSAT and CLOFAT processes that lead to realistic capacity building plans. Promote open communication, engaging partners in strategic and operational discussions on programme direction and priorities.
·         Identify and meet technical support needs related to programme design and in the mainstreaming of gender, HIV & AIDS and DRR.
·         Ensure timely reporting against all grants.
·         Approximately 50% of ACDP time will be devoted to RAIN project support including;
o   Support the National RAIN Project Manager to implement the Realigning Agriculture to Integrate Nutrition (RAIN) Project to a very high standard in line with the proposal.
o   Assist the RAIN Project Manager to interpret technical inputs from IFPRI and Concern SAL in addition to the findings from process evaluations and monitoring to constantly improve project quality. Identify and source additional technical support for RAIN.
o   Support the coordination and alignment of key agencies at the District level in addressing the under-nutrition in the District
o   With the RAIN Project Manager manage the large number of external inputs and relations connected to the Project including the RAIN Oversight Committee and relationships to government and IFPRI
o   Ensure all documentation (including reports and any funding proposals) is of the highest standard.

Financial Management and Systems:
  • Work with CD, ACD-S and CFC to ensure effective systems and financial support to programmes.
·         Work with the Country Director and the Desk Officer to develop and maintain a funding strategy to ensure future funding streams are known and developed to the greatest extent possible.
·         Support Area Programme Coordinator (APC) and RAIN PrM in the preparation of detailed budgets for programmes, ensuring compliance with donor guidelines and good value for money.
·         Support the APC and RAIN PrM to track programme expenditure through monthly management and quarterly donor accounts and take corrective action if required.
·         Approving expenditure within the Zambia Delegation of Authority framework.
·         Review donor financial reports, providing explanations for under/over expenditure and contribute to donor budget revisions as required.
·         Monitor partner expenditure and work with the Zambia Internal Auditor in supporting partners strengthen their accountability.
·         In consultation with the ACD-S, support APC and RAIN PrM to manage procurement and logistics in an efficient, timely and effective manner.

Other:
  • Actively participate in the implementation and review of the CSP.
  • Actively participate in the development, revision and roll out of organisational and country specific policies and procedures.
  • Deputise for the CD when required


PERSON SPECIFICATION
Education, Qualifications & Experience Required
ESSENTIAL
·         Minimum Master’s Degree in Development Studies or a relevant technical area (programme focus under the new CSP includes; food and nutrition security, social accountability, women’s empowerment, disaster risk reduction, sustainable livelihoods and potentially primary health).
·         A minimum of 5 years’ experience working in a developing country context at least 3 years of which should be in senior programme management, including experience in planning, developing and evaluating complex programmes in technical areas similar to those in the Concern Zambia programme.
·         Experience of programme design and successful proposal development.
·         Developed management skills including; the ability to motivate, support and mentor staff and to pass on this competency to line managers, ability to work to deadlines and under pressure, delegation, time management and prioritisation skills and excellent interpersonal, communication and team building skills.
·         Demonstrable experience in management and support to all phases of the monitoring and evaluation process, including the use of data and results to improve programme quality.
·         Demonstrable experience and competence in networking and effective relationship building with peers, donors and government.
·         Experience in approaches to support community participation, accountability and citizen empowerment with programme design and implementation.
·         Experience of capacity building with partner organisations

DESIRABLE
·         Experience with HIV&AIDS, gender mainstreaming and disaster risk reduction.
·         Experience working within larger consortia and developing joint funding proposals
·         Emergency response experience
