Vacancies at Plan International


Plan is an international child - centered Development Organization whose mission is to achieve lasting improvements in the quality of life of deprived children through a process that unites people across cultures and adds meaning and value to their lives by:
-Enabling deprived children, their families, and their communities to meet their basic needs and to increase their ability to participate in and benefit from their societies
-Building relationships to increase understanding and unity among peoples of different cultures and countries
-Promoting the rights and interests of the world's children 

Plan has been working in Tanzania since 1991, supporting children and communities to gain better access to health, education, water, sanitation and hygiene, livelihoods and protection through five Country Programs. Plan works with children, their families and communities to implement programmes at grassroots level. It currently operates in seven regions across the country, having physical offices in Mwanza, Geita, Ifakara, Kibaha, Kisarawe and Dar es Salaam, reaching other areas through partnerships and grants such as Sumbawanga, Nkasi, Bahi, Chamwino and Kongwa districts. 

Plan Tanzania now invites applications from suitable, qualified and experienced persons to fill the positions described below.

1. PROJECT ACCOUNTANT (1 POSITION DSM)
Job Purpose:
Provides timely and reliable financial information and analysis that leads to effective decision making for Global Sanitation Fund (GSF) project. To manage the corporate financial information system for GSF Project and ensure compliance and internal controls are adhered to in the procurement and payment process.

Job requirements:
Project cash and budget management
Prepare weekly and monthly Project cash forecasts in a realistic manner
Review Cash Disbursement vouchers
Review purchase requisitions and orders
Review payment packages for budget availability and correct coding.
Monitor budget versus expenditure.
Ensure timely processing and-disbursement of payments to legitimate suppliers
Prepare work plan and budget in coordination with the project coordinators and make sure that all expenditures are according to work plan an budget

Financial reporting
Manage general ledger accounting system
Reconcile Accounting software reports with project Reports  
Monitor the advances register and Sub-Grantees advances
Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time
Coordinate and ensure availability of all documents during Project audit

Internal Financial Controls enhancement
Ensure adherence to financial controls, processes and procedures
Follow up finance-related audit actions
Participate in Quarterly physical asset and inventory verifications

Field Support Visit
Training of sub grantees in financial and record maintenance as and when required.
Verification of direct benefits distribution to communities
Project support visit and reporting

Qualifications
In-depth knowledge of the Finance and accounting preferably in Non profit making organization
A degree in Accounting or equivalent qualification
CPA will be an added advantage

Skills specific to the post
Analytical and problem solving skills
Excellent communication skills-appropriate to the audience
Proficient Computer skills and use of relevant accounting packages
Ability to work under multidisciplinary and multicultural environment

2. ASSISTANT ACCOUNTANT (1 POSITION DSM)
Job Purpose:
To manage the corporate financial information system and ensure compliance and internal controls are adhered to in the procurement and payment process 

Job requirement:
Review Payment requests and process cheques to suppliers and various partners and post them in the General Ledger accounting system
Monitor bank balances and prepare cash projections for weekly cash transfers
Disbursement of petty cash fund as per approved petty cash request
Jointly responsible for safe which is the custody for cheque books, signed cheques not collected and other sensitive items
Prepare bank reconciliation and monthly financial reports
Manage general ledger accounting system
Prepare monthly Financial statements incl. Bank reconciliation, staff and community advances and reconcile these statements and records with General Ledger
Monitor the advances register and Partner advances
Prepare and coordinate audit activities at the PU and ensure the availability of any audit document needed.
Ensure adherence to financial controls, processes and procedures
               
Qualifications
In depth knowledge of the Finance and accounting preferably in Non profit making organization
A degree in Accounting or equivalent qualification.          ,
Intermediate professional qualification recognized by NBAA

Skills specific to the post

Proficient computer skills and use of relevant accounting packages

3. PROJECT COORDINATOR 1 POSITION (IFAKARA)
Job Summary
The post holder reports to lfakara Program Unit Manager and is responsible for ensuring effective and efficient support and monitoring of the ECO village project in lfakara, S/he will be responsible for providing technical support, performance management arid support to the implementing partner. This entails prompt supervision of project implementation activities and accounts according to the proposal and budget agreed. Building the capacity of the implementing Partner and ensure appropriate disbursement of facilitation fees to community trainers. S/he will write project outline and monitor project budget and expenditure as well as ensure project auditing and monitoring is done by the Plan country internal controller and monitoring and evaluation coordinator. 

Knowledge
In-depth knowledge of the climate change, adaptation issues preferably technical specialisation in the sector
Experience in community managed projects specifically knowledge in participatory approaches to development, sustainability issues and community capacity development
Strong knowledge in project planning budgeting and monitoring of fund
A degree holder in social sciences, community development or environmental studies

Skills and behaviours
Analytical, problem solving, Excellent communication and facilitation skills
Computer literate in all core programs and good command of English language
Hardworking with capacity to work independently with minimum supervision
Team player working towards achieving a team goal

4. GENERAL SERVICE COORDINATOR 1 POSITION (KISARAWE)
Job Purpose:
To carry out logistic duties and purchasing of office supplies, materials and contracting for services in the Program Unit. S/he will be responsible for timely procurement of goods and services while adhering to Plan's procedure, ensure availability of vehicles and optimal usage of office vehicles at the PU. Further s/he will ensure timely provision of the insurance, recorded and approved vehicle movement reports, responsible for fixed asset register and office building maintenance. Also timely update of purchase tracking system at the Program Unit and manage staff directly reporting to the role such as Office attendant and drivers.   

Skills specific to the post
Problem solving, team building, negotiation, influencing and Communication skills
Ability to work in a multidisciplinary and multicultural environment
Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet etc

Qualifications and experience
A degree in Business Administration with a major Procurement and Logistics Management
1-3 years experience in a similar role preferably from INGOs
Eligible to be registered by the Procurement and Supplies Professionals and Technicians Board (PSPTB) formerly NBMM.

The above positions carry attractive remuneration as per Plan Tanzania salary structure and incentive package.
