The Legal and Human Rights Centre (LHRC) 'is a private, autonomous,
voluntary non-qovernmental, non-partisan and non-profit sharing organization
envisioning a just snd equitable society. It has a mission of empowering the
people cii Tanzania so as to promote, reinforce and safeguard human rights and good
governance in the country. The broad objective is to create legal and human rights
awareness among the public and in particular the underprivileged section of
society through legal and civic education, advocacy linked with legal aid
provision, research and human rights monitoring.
The LHRC was established in 1995
out of experiences and lessons generated from The Tanzania Legal Education
Trust (TANLET) and the Faculty of Law of the University of Dar es Salaam
(UDSM).
Since then LHRC has grown to be
known as a leading human rights organisation, human rights watch dog, pace
setter, bold and serious organisation as well as flag bearer of human rights in
Tanzania. LHRC's headquarters are based in Dar es Salaam and has a sub office
in Arusha. Its operations are mainly focused in Tanzania mainland with specific
interventions in Zanzibar. LHRC is a member of different national, regional, international NGOs Networks and
human rights bodies. The LHRC has an observer status with the African
Commission on Human and Peoples Rights since 2000.
The LHRC secretariat based in Dar
es Salaam has two (2) vacancies for a Monitoring & Evaluation Coordinator
and Data Manager, all of which
are based in its Headquarters in Dar es Salaam.
Position No.1: Monitoring and Evaluation Officer
Job Function: Project Monitoring and evaluation
Section: Project Management Unit
Reporting to: Executive Director
1. QUALIFICATIONS
1.1 Background Knowledge and
Experience:
i. Master's degree or equivalent in
social sciences, management or related field.
ii. At least 3 years' experience in
the monitoring and evaluation
iii. Experience in the design and
building of at least one monitoring and evaluation system-from inception (or
design stages)
iv. Solid project management and
leadership skills
v. Specific training in Monitoring
and evaluation, project management or relating fields would be an advantage

i. Superior communication skill
and human relations
ii. Ability to write for
publication
iii. Proven experience in project
proposal writing
iv. Familiarity with national legal
systems, government structures, civil society and business community

2. MAIN PURPOSE OF THE JOB (JOB SUMMARY)
To strengthen M&U Unit of LHRC by properly and effectively
coordinating all activities of the M&E Systems
3. KEY RESPONSIBILITIES
3.1 Monitoring & Evaluation
i. Overall leadership and
management relating to the operationalization of the LHRC M&E System
ii. Manage the implementation of
the LHRC M&E Work Plan and Budget
iii. Develop annual budgets and
work plans for the LHRC M&E section
iv. Management of the staff, work
plans and budgets of the M&E unit
v. Supervise, monitor and
evaluate processes and ensure quality and timely periodic production and
dissemination of M&E information products (reports, etc) in line
with-requirements
vi. Ensure effective management
of all data sources in the LHRC M&E System
vii, Review M&E information
products, distil and communicate their implications for programme
implementation
viii. Coordinate and supervise
development of information management systems for monitoring and evaluation.
ix. Facilitate capacity building
for monitoring and evaluation of LHRC activities.
x. Advocate for and lead on
communication activities relating to the LHRC M&E System
xi. Ensure effective management
of the LHRC M&E database
xii. Identify lessons learned
through impacts assessments and evaluation studies and modify corporate
strategies accordingly.
xiii. Capture important events
and observations related to legal and human rights issues
3.2 Others
i. Supervise the engagement of
consultants in assignments related to law monitoring, publications and
co-ordinate their work.
ii. Assist in preparing project
write ups and assess them
iii. Perform any other duties as
may be assigned by the management from time to time.

Position No.2: Data Officer
Job Function: Data entry and
management
Section: Project Management
Unit
Reporting to: Monitoring and
Evaluation Coordinator
1. QUALIFICATIONS
1.1 Background Knowledge:
Bachelor's Degree, or an
equivalent, in computer science and/or statistics
ii. Advanced programming
knowledge in MS Access, Visual Basic and SOL Server
iii. Experience in data
management of a large data system
iv. Experience and skills in the
following areas would be a strong advantage: statistics; demography; research
design & monitoring and evaluation

MAIN PURPOSES OF THE JOB
To act as the custodian of all
programme data through updating the database on daily basis to ensure that all
collected information is captured and properly stored for use whenever is
needed .
3. KEY RESPONSIBILITIES
i. Manage all data systems at
LHRC M&E Unit
ii. Develop and/or manage and maintain
LHRC M&E databases
iii. Design and prepare reports based
on management requirements
iv. Develop data management
training guides and information manuals for use by all levels of staff and
stakeholders
v. Train and mentor LHRC
stakeholders in the use of the database information
vi. Ensure safe keeping of all
LHRC M&E data
vii. Create and maintain contacts
with (actual and potential) information and data partners by participating in
meetings and forums relating to monitoring and evaluation
viii. Provide data and-information
to LHRC staff, management, consultants, partners and other interested parties
as per instruction from management
ix. Develop protocols for data
dissemination and access
x. Establish access to the
M&E database through the LHRC website
xi. Make sure that all key
information products (reports, etc.) and related information are timely
available on the LHRC Unit website
