Description
CARE seeks a Senior Technical Advisor (STA), Livelihoods and
Food Security for HIV&AIDS and vulnerable population - LIFT Project. The
project is expected to run for 4 years and based in Kinshasa, Democratic
Republic of Congo. This project is designed to work in close collaboration with
US Government (USG) agencies, implementing partners and other key players to
improve their capacity to design, implement and integrate sustainable,
market-driven interventions to strengthen livelihoods, food and nutritional
security.
Position Summary:
The Senior Technical Advisor (STA), on behalf of CARE, will
strengthen LIFT’s capacity in Southern and Eastern Africa offering cutting-edge
technical assistance in economic strengthening, livelihoods and food security
to USAID Missions and their implementing partners in Malawi, Democratic
Republic of Congo, Namibia and Tanzania and other country programs as they come
on line. The STA will preferably reside in the Democratic Republic of Congo and
provide ongoing technical assistance support; conduct training and stakeholder
engagement activities; and contribute to LIFT’s global leadership and learning
agenda by sharing LIFT’s experience and technical assistance tools as well as
contributing to the documentation and dissemination of project learning.
The Senior Technical Advisor will be responsible for the
following:
- Conduct,
manage and backstop assessment, research, evaluation and technical
assistance provision in Southern and Eastern Africa, starting with the
Democratic Republic of Congo, related to economic strengthening, household
livelihoods and food security for LIFT targeted impact population and
partners. These include direct oversight and coaching of LIFT local staff
to implement technical assistance activities and provision of technical
assistance and monitoring field activities and support the timely
completion of objectives.
- Contribute
to the development of an evidence base around sustainable market-led
economic strengthening activities and its effectiveness for expanding
livelihood opportunities and ensuring food and nutrition security for LIFT
targeted impact population by engaging in research activities, monitoring
and evaluation, identifying lessons learned from technical assistance
activities and leading or assisting in the documentation of evidence-based
learning.
- Respond
to requests for programmatic and technical information to support LIFT
programming, strategies and reporting. Provide guidance and technical
assistance, as required.
- Support
LIFT in developing strategic and operational partnership in country and
region of operation to ensure a well understanding and buy in of LIFT goal
and priorities and their achievement.
- Act as
the focal point for gender equality mainstreaming as well as the promotion
and utilization of the community score card accountability tool in the
LIFT program and ensuring that LIFT key partners are all well trained and
versed in both areas and use a gender transformative approach to
LIFT programmatic work on the ground.
- Represent
LIFT in national, regional and international conferences, workshops,
expert panels and similar venues and effectively report back key take away
to the LIFT global team.
- Identify
opportunities to disseminate LIFT learning products, tools, methods and
evidence to clients, other donors, practitioners and academics.
Required Skills:
- Masters
or equivalent work experience required in the field of Agricultural or
International Development Economics, Microeconomics, International
Development Studies or related fields.
- 7
year(s) of relevant experience required.
- Must
have proven technical knowledge in livelihoods, food security, economic
strengthening, market based approaches, social protection or a related
technical field required.
- Experience
working with technical specialists and multi-disciplinary teams.
- Excellent
verbal and written English language skills, Portuguese and French
desirable.
- Experience
working and living in developing countries, especially in Southern or
Eastern Africa.
- Experience
with pro-poor programmatic approaches used in one or more of the following
areas of livelihoods: market-driven small and micro enterprise
development; rural and urban livelihoods; orphans and vulnerable children
(OVC) well-being; agricultural production, value chains and marketing;
informal financial services such as village savings and loans and
microfinance; and/ or food security.
- Understanding
of household economics for vulnerable households and the impact of hazards
and shocks such as HIV/AIDS.
Desired Skills:
- Proven
technical knowledge in gender equity programming, social analysis,
participatory approaches and working with vulnerable and at risk
population, specifically HIV/AIDS affected and infected population
(preferred)
- Thorough
familiarity with USAID and US Government processes and regulations.

- Experience
working with USAID Missions. (preferred)
- Experience
working with USG partners in the field. (preferred)
