GENERAL FUNCTION: The Finance Manager will oversee
financial management of the World Relief South Sudan (WRSS) program and will be
under the supervision and direction of the Country Director and with close
links to the Home Office Finance Team that is based in Nicaragua.
The Finance Manager will oversee all financial functions in
South Sudan including Unity State and Western Equatoria State in accounting,
payments and banking, payroll, budgeting, financial reporting, and grant
financial management and compliance. The Finance Manager ensures donor
regulations as well as World Relief internal policies and procedures and
provides support to the Country Director, Program Manager, and Sector Managers.
SPECIFIC JOB DUTIES:
o Oversee and manage daily country-wide
accounting and finance functions including the timely recording of
transactions, cash management, banking, payroll, inventory, receivables, and
payables.
o Monitor systems for financial operations
in all the field offices in accordance with the WRSS Field Finance Manual and
donor regulations, including systems for cash flow management, budgeting,
consolidation of accounting information, internal controls, financial
reporting, financial record-keeping, grant management and compliance.
o Assist HR with the recruitment and
capacity building of the finance staff.
o Maintain banking relations and
plan/monitor country cash flow requirements to ensure the smooth implementation
of WRSS programs.
o Provide monthly standard accounting
submission to HO, including general ledger files, account reconciliations,
expenditure by project, required sub-grantee or Partners reporting, as well as
other financial information in a timely and accurate manner.
o Provide monthly management reports to the
Country Director, Program Manager, and Sector Managers, including expenditure
by project, sub-grantee or Partners reporting and other financial information,
in a timely and accurate manner.
o Develop annual fiscal year budgets with
the Program Manager and Sector Managers and implementing grant budgeting and
forecasting systems.
o Enter fiscal year budgets and regular
reports on World Relief’s system for global online budget tracking (ERP)
o Develop, schedule, and perform
internal audits and reviews as required to ensure compliance with WRSS and
donor requirements.
o Effectively stay abreast of donor
policies, procedures, rules and regulations; compile and update applicable
local policies; and train WRSS program and partner staff in these policies
o Ensure compliance with WRSS procurement
policies and procedures for all goods and services.
o Develop and maintain local office
policies and procedures and provide training for all issues related to local
financial matters.
o Support HR on compensation packages,
taxation requirements and human resource policies for local staff to ensure
that WRSS has adequately planned for local staff compensation and benefits.
o Provide technical supervision, oversight
and training to all finance staff, including those of partner organizations.
o Review accounting systems, practices and
reports of WR partners to assure compliance with accounting standards, donor
intent, and signed agreements.
o Oversees the protection of WR’s country
assets through the enforcement of internal control policies and procedures.
o Maintain current knowledge of local
government requirements related to financial matters and ensures compliance
with tax regulations and other legal requirements.
o Maintain up to date liaison with World
Relief Headquarters on all finance, accounting, grant budget management, and
cash management matters.
o Prepare all donor financial reports in
respect to accounting, legal and contractual requirements and ensures the
review of such reports by the Country Director prior to submission.
o Oversee the timely preparation, review,
and approval of all monthly bank accounts and cash reconciliations.
o Perform other duties and tasks as
assigned by the South Sudan Country Director.
KNOWLEDGE, SKILLS & ABILITIES:
· At
least over 5-10 years of progressive financial management experience is
required
· Bachelor’s
degree in Finance, Accounting, Business Administration or a suitable field,
Master’s degree in the above fields with recognized professional certification
such as CPA is preferred.
· Five
-year experience in grants management as well as an understanding of donor
regulations.
· At
least three years of international experience is required; international NGO/UN
field office experience is preferred.
· Strong
accounting skills and experience, including management of general ledger,
journal entries, payroll, payables and balance sheet.
· Advance
computer skills in MS Office package, particularly Excel.
· Ability
to manage budgets, financial accountability procedures, logistics, and commodity
tracking.
· Experience
working on HR management issues, administration of collective bargaining issues
or Finance Manager in a union environment.
· Prior
multi-cultural team leadership experience, independent thinker and
self-starter.
· Excellent
written and verbal English communication skills.
· Previous
employment with a not for profit organization that receives funding from
multiple sources, preferably in an international context.
· Foreign
language ability, Arabic preferred.

principle center of operations. Travel to and from the other field offices
(sub-offices) will be required periodically.
