Position Description:
FHI 360 is currently seeking a Chief of Party (COP) for the
anticipated USAID-funded South Sudan Youth Program. The anticipated program
will enhance security and reduce potential conflict by providing second-chance
opportunities for out-of-school youth. The objective is to engage youth and
empower them to enhance their livelihoods, literacy, life skills, learning, and
leadership skills to reduce conflict and improve stability. Under the
supervision of the Home Office Project Director, the COP will serve as the
project’s principal contact point for USAID, and will also be the project’s
main contact for political stakeholders, local partners, media relations, and
civil society. The COP will supervise the recruitment, hiring, and supervision
of local staff and consultants. S/he will have overall responsibility for
ensuring that procedures are established and adhered to for activity
development, implementation, monitoring, evaluation, procurement, budgeting,
and financial accounting. S/he will provide overall supervision of implementing
partners, ensuring timely progress against schedules, achievement of
deliverables, and quality of results.
Minimum Requirements:
- Master's
degree or higher in a relevant field strongly preferred;
- Proven
record of excellent management, leadership, and decision-making skills;
- At
least 10 years of senior level experience designing, managing, and
implementing large, complex development projects, including (ideally)
multi-sectoral youth development programs;
- Experience
managing USAID projects (preferably as a Chief of Party) and knowledge of
USAID programming rules and regulations highly preferred;
- At
least 5 years experience with youth development, economic
development, peacebuilding and conflict prevention, education, and/or
capacity development programs in a developing country context;
Demonstrated ability to develop and foster relationships with local
counterparts, civil society organizations, donors, and donor-funded
implementers;
- Experience
living and working in South Sudan or Central/East Africa region preferred; and
- Fluency
in English with excellent oral and written communication skills.
