OBJECTIVES OF THE PROGRAMME :
1) Contribute to increased access to 2nd line anti-TB medicines by countries of the Africa Region;
2) Contribute to the reduction of morbidity and mortality associated with Tuberculosis in the African Region of WHO;
3) Contribute to designing and monitoring implementation of Programmatic Management of Drug Resistant TB (PMDT) and technical assistance (TA) missions for Regional Green Light Committee (rGLC).

Description of duties:
The incumbent will :-

1. Design and submit plans for monitoring implementation of Programmatic Management of Drug Resistant TB (PMDT) and technical assistance (TA) missions for Regional Green Light Committee (rGLC);
2. Develop and maintain a roster of consultants for country support missions of the rGLC;
3. Maintain a database of all mission reports for rGLC and PMDT and share with National authorities and partners including following up on implementation of recommendations and action points;
4. Preparation of periodic (e.g quarterly, annual etc) rGLC and other TB partner reports ;
5. Provide assistance in TB data collection from countries;
6. Any additional duties as may be assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: A degree in health sciences, health information, biostatistics, public health or equivalent.

Desirable: Training in programme management and /or monitoring of TB or HIV programme implementation.

II - Functional skills:

A comprehensive working knowledge of MDR-TB control, monitoring of programme implementation and coordination of stakeholders. The holder will demonstrate the capacity to practice diplomacy and display an understanding of the unique challenges of public health surveillance in the developing world and engage successfully in interaction with members of partner organizations (WHO/AFRO, HQ, Ministries of Health, TBTEAM Partners and Global Fund). An ability to adapt to new challenges and working tools.

Excellent skills in information and communication technology, in particular Word, Excel, PowerPoint and Internet are desirable.
Experience:
Essential: At least 5 years' experience in monitoring and evaluation of TB control programs at National level with 3 years at international level.

Desirable: Experience/Training in MDR-TB program monitoring and familiarity in working with international organizations and in high HIV and TB endemic countries would be an added advantage. 
Languages:
Excellent knowledge of English or French with a good working knowledge of the other. 
Annual salary: (Net of tax)
USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 74.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
