Overview/Responsibilities:

candidates for the position of: Temporary IT Specialist (12 months)
The second phase of LTTP will support the Liberia Ministry
of Education, University of Liberia, Teacher Training Institutes, Local and
International Non-Governmental Organizations, and the Liberian education
community. The areas of support include training of teachers through
pre-service and in-service programming; helping the Ministry of Education to
strengthen the education system through policy reforms and leadership training;
strengthening Information and Communication Technology (ICT) with specific reference
to the Education Management Information System (EMIS); strengthening
performance monitoring of education institutions; helping to restructure the
teachers career ladder; and scale up the Early Grade Reading and Mathematics
Assessment Project.
The USAID-funded Liberia Teacher Education Program is
seeking a Temporary IT Specialist. The Temporary IT
Specialist is a member of the EMIS team. A fundamental part of a properly
functioning education system is its ability to base planning and policy on data
from every level of the system. To this end, LTTP is providing the technical
support to the Liberian MoE to build a robust EMIS system and the accompanying
ICT infrastructure.
The Temporary IT Specialist will operate from one of three
Rural Teacher Training Institutes (RTTI) and will work predominantly from this
location.
The successful candidate will report directly to the
Associate Director for Systems and Policy, and will develop an IT strategic
plan for the RTTI. The Temporary IT Specialist will direct and coordinate the
design, installation, and connectivity of computer and network systems to
ensure secure and stable operation of the organization’s IT assets and
infrastructure. This includes developing, configuring, maintaining, supporting,
and optimizing all new and existing network hardware, software, and
communication links. The IT Specialist will also direct and train a team of
network specialists to resolve end user hardware and software problems in a
timely and accurate fashion.
Additional Responsibilities:
- Liaise
with senior officers to identify emerging needs and develop application
solution strategies to advance the technology
effort across the RTTI;
- Build
and administer IT security systems appropriate to protect the RTTI’s IT
infrastructure;
- Continuously
monitor systems and liaise with senior officers to ensure necessary
modifications to advance efficiency;
- Work
with the RTTI staff members to address networking and hardware needs;
- Coordinate
the design, acquisition, modification, evaluation and use of all
technologies, including networking connectivity, hardware and software
intended for the RTTI.
- Ensures
that sound technical policy advice is given to the RTTI Senior Management
Team.
- Develops
system requirements and implements software solutions (either through
procurement or development);
- Checks
server and firewall logs, scrutinize network traffic, updates virus scans,
and troubleshoots;
- Develop
systems policies, end user agreements and guides/manuals suitable for a
low capacity environment;
- Provide
training to users of new systems;
- Co-ordinate
with RTTI staff members and communicate all necessary features of the
system designed to ensure constant mentoring and full support throughout
establishment and roll out of IT setup.
- Assist
HRMIS Consultant with implementation and maintenance of MoE’s incumbent
biometric system.
- Work
closely with EMIS Procurement Officer to identify critical items as
required.
- IT
Specialist will be predominantly based at RTTI but may be expected to complete
specific assignments away from RTTI post as required.
- Other
job related duties as assigned.
Qualifications:
- Bachelor's
Degree or its International Equivalent - Computer Science, Computer
Engineering, Information Technology, Management Information Systems or
Related Field.
- Management
Experience - 3-5 Years
- Extensive
knowledge of green technology ICT procedures and design, implementation
and maintenance of strategic IT plans.
- Prior
experience in server management.
- Experience
in advising management officials on a variety of complex ICT challenges.
- Prior
experience assessing ICT needs; preferably within the public sector;
- Experience
in working, developing, delivering and organizing professional development
training programs and workshops—particularly in a low resource
setting;
- Experience
in international development projects in post-conflict situations
preferred—along with evidence of ability to act on “own initiative” to
solve problems;
- Prior
experience with low capacity government institutions.
- Prior
knowledge of USAID rules, regulations and procedures.
- Strong
writing and verbal communication skills
- Ability
to multi task and strong organizational skills
- Language
skills: Fluency in English required
- Cross-cultural
awareness and capabilities enabling establishment of strong working
relationships
- Professionalism
and maturity to handle working in a security compromised area of the world
- Manage
limited resources in order to achieve challenging output targets;
- Analyze
and resolve security breaches and vulnerability issues in a timely and
accurate fashion, and conduct user activity audits
