Program Description
Futures Group is looking to fill a Senior Policy Advisor position focused on Health Financing for an upcoming USAID-funded project in Uganda. The objective of the program will be to improve the health status of the Ugandan population by increasing the availability, accessibility and appropriate use of essential medicines and health supplies (EMHS).The objective will be achieved through three main intermediate results:
1) National policies and strategies support cost-effective, equitable and transparent use of available EMHS resources,
2) Country capacity strengthened for effective management and utilization of EMHS and,
3) Increased availability and access to EMHS for priority populations.

Position Summary
The proposed candidate shall provide overall technical leadership to the project, transform the quality and delivery of policy and advocacy interventions to shape and inform health financing policy and implementation in the country. S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description. Experience interacting with host country government agencies including local governments, development partners, and civil society organizations is essential.

Responsibilities
• Support the process of policy development, implementation, operation and track policy implementation on a regular basis to improve quality of health care financing
• Work with the MoH and other stakeholders to translate policies into actions
• Develop innovative approaches for co-financing or health insurance of EMHS in the public sector
• Implement strategies for pharmaceutical financial management at facility level
• Develop and strengthen health systems and financing of EMHS aimed at strengthening availability and affordability of EMHS
• Build the capacity of project partners in policy analysis and advocacy for health care financing, determine stakeholders who are affecting and/or affected by these issues and analyse their perceptions and role, formulate required policy, advocate for adopting developed policy, and engage government officials in policy dialogue
• Conduct financial and commodity assessments and design mechanisms to develop and strengthen financing mechanisms for funding EMHS
• Prepare reports, compelling evidence-based tools, policy briefs and materials, and project deliverables for varied audiences
• Other related management and technical tasks as required

Qualifications
• Master’s degree or higher in Health Economics or Health Policy/Planning (or other related Social Science field with specialization in health economics and/or health financing)
• A minimum of 10 years of experience in development working with on issues of health economics, policy, and advocacy; a minimum of 5 of those years should be related to health care financing for pharmaceuticals
• Knowledge and experience with designing and introducing health insurance or cost recovery schemes
• Experience with development and implementation of financial and commodity tracking systems at central level and facility level
• Excellent judgment, conceptual and analytical thinking ability
• Proven experience of capacity strengthening and advisory work, as well as facilitation, mentoring and coaching skills
• Proven experience in partnership building and networking at various levels (e.g. with senior-level government officials, local and international organizations)
• Demonstrated track record of leading, designing and delivering influencing, campaigning and advocacy programs shall be essential
• Previous experience on a USAID-funded health project is preferable
