Overview/Responsibilities:

states and all U.S. territories. We are currently seeking qualified candidates
for the position of: Chief of Party in Accra, Ghana.
Leads and directs the development and implementation process for company projects involving departmental or cross -functional teams focused on the delivery of new or existing projects. Plans and directs project schedules and monitors budget/spending. Monitors the project/program from init iation through delivery. Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
Additional Responsibilities:
The Chief of Party (COP) will provide overall vision,
leadership, and guidance to a regional USAID-funded, 5-year, multi-million
dollar research and evaluation program. Availability of the position is
contingent upon issuance of an award of a USAID Request for Proposal (RFP), and
selection of final applicant is subject to USAID approval. The COP will have
principal responsibility for overall project management and technical
operations to ensure that project tasks are completed and project objectives
are successfully met. The COP serve as the primary point of contact with USAID,
responsible for assuring that all assistance provided under the contract,
whether by international or local experts/personnel, is technically sound and
appropriate for the needs to be addressed. The COP will have overall
supervisory responsibility for all experts/personnel supporting the contract.
Key Responsibilities:
- Direct
overall project design and implementation of a five-year multi-million
dollar project.
- Foster
innovation and new ideas for better targeted, and more cost-efficient and
effective research strategies among HIV key populations and family
planning programs
- Develop,
manage and maintain strategic partnerships among a variety of
stakeholders, partners, governments, civil society and donor
organizations. Identify opportunities and negotiate
partnership programs to leverage other donor,
governmental and organizational resources
- Foster
mentoring relationships with local research intuitions and researchers
- Supervise
either directly or indirectly researchers to carry out evaluation of HIV
and family planning interventions in West Africa; in so doing, ensure
activities are fully accomplished, meet expected technical quality
standards, and are delivered on schedule
- Lead
development of annual work plans for timely submission to and approval by
USAID to implement those plans.
- Serve
as primary point of contact with USAID staff and ensure communications
flow smoothly between project and USAID
- Oversee
technical reviews, including outside evaluations if any, and manage
indicated changes in program direction and focus
- Ensure
good relations with partners, providing them technical guidance and
oversight to ensure optimal participation in the project
- Oversee
monitoring and evaluation system, ensuring that program is adequately
monitored and that evaluative thinking is incorporated appropriately into
the program wherever possible
- Guide
capacity building initiatives with local partners
- With
senior staff, ensure delivery of high-quality research reports, briefs,
journal articles and on-line dissemination of results.
- Oversee
full administration of the project, including human and financial
resources
Qualifications:
- At
least 10 years of experience successfully managing complex international
public health programs (implementation, logistics, budget, staffing) in
Africa, ideally in francophone West Africa (15 years preferred)
- Bachelor's
degree in Public Health or related field required; (Master’s degree
preferred)
- Demonstrated
experience in applying the concepts, principles, methods and techniques of
delivering public health programs for family planning, maternal and child
health, and HIV/AIDS
- Demonstrated
skills in effectively negotiating with host governments, regional
institutions, donors, UN agencies, other USAID projects, local
organizations and partners
- Proven
experience successfully managing and developing staff based across
multiple countries
- Ability
to manage contracts, all required reporting requirements, and internal
control functions to ensure smooth day-to-day operations
- Ability
to articulate effectively in writing and verbally to various audiences and
stakeholders
- Fluency
in speaking, reading and writing both English and French
