Project Manager Agriculture - DR CONGO

SNV Netherlands Development Organisation in DR Congo seeks to recruit the following staff for an upcoming project:

Background
SNV has worked in DR Congo since 2006 and currently operates in the 4 main regions of DRC. These are the provinces Kinshasa, Bas Congo, Bandundu and Equateur.
In alignment with our Corporate Strategy, SNV works together with local partners to provide technical expertise in three sectors: WASH, Renewable Energy and Agriculture, thereby contributing to finding local solutions to global challenges and sowing the seeds of lasting change.

Project Summary
Objective of the Growth Pole Project is to promote the development of the Matadi-Kinshasa-Kikwit corridor through increased private sector investment in agriculture, augmented processing capacities of agricultural products, and the strengthening of the value chains targeted (initially cassava, rice, and palm oil).
The project has 4 components, a) the development of agricultural value chains in the Bas-Congo, b) the establishment of the Special Economic Zone Maluku, c) proactive business development and c) the evaluation of coordination, monitoring, communication and impact.
SNV is the key international development partner in the Growth Pole project.  Therefore SNV is primarily charged with building and strengthening of agricultural supply chains, enhancing farmer cooperatives, processing and marketing capacities. It is expected to be a key partner for local and national farmer organizations, agribusiness PMEs, other private sector actors, UNIDO, government institutions, and the donor agency.

Overview of the Position
The Project Manager will have oversight of the project, providing strategic and technical leadership in the planning, management and implementation of all project components, and ensuring that all proposed objectives and targets are achieved. S/he will provide guidance and will be responsible for project administration, finance and lead the teams working on the project. S/he will oversee performance management, report to the donor – The World Bank and maintain effective relations and coordination with all project stakeholders.

This position reports to the Sector Leader for Agriculture and collaborates closely with other advisors in the Agriculture sector and Sector Leaders for WASH and Renewable Energy.


Key Responsibilities
  • Guide the project set-up nationally and regionally as appropriate, including developing work plans and budgets;
  • Build, strengthen and manage strategic partnerships with the regional Governments, key partners, institutions and stakeholders;
  • Overall management of all human, physical and financial resources allocated to the project ;
  • Monitor performance of the project management team to ensure that all milestones set in the annual work plan are met, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from work plans;
  • Report to and manage relations with the donor;
  • Guide knowledge development, documentation and communication and branding in close collaboration with the donor;
  • Ensure synergy with SNV DRC’s WaSH and Renewable Energy programmes by providing strategic guidance to guarantee a balance between contextual opportunities and overall coherence of the project approach;
  • Perform other related duties as requested.

Requirements

  • Master’s Degree in agriculture, agricultural engineering, agricultural economics, agronomy or relevant discipline;
  • Ten (10) years or more of progressively responsible work experience in managing and implementing multi-faceted rural enterprise development programmes in Africa;
  • Proven abilities in developing rural development strategies and relevant experience in participative community led projects;
  • Strong experience in advisory services and capacity building of local civil society organization (governance, financial management, conflict resolution);
  • A proactive and entrepreneurial individual who will explore and develop innovative approaches;
  • Visionary and able to strategically inspire and energise project teams operating in the whole country;
  • Familiarity with World Bank funded programmes and results financing an advantage;
  • Excellent social and networking skills in the DRC or Sub-Saharan contexts, ability to engage with governments, the private sector and civil society;
  • Strong interpersonal and influencing skills and experience working in a matrix organisation;
  • Excellent communication (writing and oral), reporting and presentation skills;
  • Willingness to travel to all project locations.

Languages: Proficient in English and French


Duty station: Matadi with frequent travel to Kinshasa

Contract Type: International 

Contract Duration: 2 years, with the possibility of renewal  

Desired Start Date: June, 2014 but contingent on donor contract awarding
