OBJECTIVES OF THE PROGRAMME :
The objective of WHO Somalia programme is to reduce mortality and morbidity through increasing access to quality health care services. The main focus of the programme will be on strengthening the health system in Somalia, and supporting the health sector recovery and development.

Purpose of the Position:
To support the country office in strengthening Health Systems Programs.

Organizational Context :
As part of the Global Alliance for Vaccination Initiative/Global Fund/Health System Strengthening (GAVI/GF/HSS) programme and under the technical guidance of the Country Programme Advisor and the overall supervision of the WHO Representative for Somalia, the incumbent is responsible for planning, monitoring and supervising the implementation of the activities related to HSS, together with the health authorities and partners in Somalia (including UN agencies, international and national NGOs, etc).
Description of duties:
Under the guidance of the Country Programme Advisor and direct supervision of WR Somalia the incumbent will perform the following duties:
1.Assist in planning and implemention of the activities related to HSS funded by GAVI in his/her operational area;
2.Monitor and supervise all HSS related activities.
3.Provide sound advice to health authorities/Planning Department and HSS Coordinator in relation to policy and procedures relating to his/her operational area;
4.Support in developing and implementing processes for assessing health systems needs and identifying, evaluating and disseminating best practice models of health systems policy development;
5.Provide regular progress reports about implementation and achieved targets;
6.Coordinate closely with health authorities and other stakeholders for effective implementation of planned activities;
7.Coordinate the implementation of all the training activities with health authorities and other stakeholders;
8.Act as WHO HSS Zonal Focal Point for all Global Health Initiatives;
9.Provide guidance concerning the emergency preparedness strategy and contingency and response plans, district health profiles, and relevant information for advocacy purposes.
REQUIRED QUALIFICATIONS
Education:
University degree in Medicine or Health Science or a degree in Public Health.

Functional Skills and Knowledge :
1.Skills in training health workers on health systems topics.

3.Ability to prioritize, organize, manage work activities according to needs.
4.Sound knowledge of health systems and health policy frameworks, and an understanding of current health sector policy development and strategic planning.

Other Skills:
(e.g. IT): Computer literacy
Experience:
Essential:
At least 2 years experience at national level in the field of health systems and/or health policy development.

Desirable:
Work experience in UN agency or international institutions.
Languages:
Excellent knowledge of spoken and written English and local language
