We are currently seeking qualified candidates for the position of: Monitoring and Evaluation Officer, Alive and Thrive Project, in Burkina Faso.



Project Description:
Alive & Thrive is an initiative to improve infant and young child feeding practices by increasing rates of exclusive breastfeeding and improving complementary feeding practices. The first 1,000 days, from conception to two years of age, provide a window of opportunity to prevent child deaths and ensure healthy growth and brain development. Alive & Thrive is scaling up nutrition through large-scale programs in several countries in Asia and Africa and through strategic technical support for adaptation of tools and approaches and dissemination of learnings worldwide.  Alive & Thrive is funded by the Bill & Melinda Gates Foundation with supplemental funding from the Department of Foreign Affairs, Trade and Development Canada (DFATD), and Irish Aid.

Three national infant and young child feeding (IYCF) programs and a global program framework have been developed under this grant. The grant is now being extended until the end of 2017 to transfer the lessons, tools and approaches to other countries, including Burkina Faso. Lessons learned in Burkina Faso are expected to be applied to other countries in West Africa.
Additional Responsibilities:
The Monitoring and Evaluation Advisor, based in Burkina Faso, will provide technical assistance by designing and developing M&E systems and procedures for the Alive & Thrive program in Burkina Faso. This includes establishing key components of an M&E system including data collection, analysis, and reporting on key output, outcome and impact indicators for the program. He/she will work closely with the program and HQ team to ensure compatibility and coordination within existing M&E framework, and consistency with donor requirements.
  • Design monitoring and evaluation activities to answer key program questions.
  • Develop and directly contribute to the development of tools for data collection and compilation and design guidelines for the use of monitoring tools and for the analysis and use of monitoring data to guide programs. Train and support implementing partners on the use of these tools and guidelines.
  • Supervise in-country monitoring activities. This should include field visits to all levels of program implementation to ensure that monitoring data are being correctly and consistently collected and used, and feedback to all levels of implementing staff to improve monitoring activities.
  • Work with the program team to revise the monitoring protocol and tools as needed based on lessons learned from the field.
  • Work on data analysis and use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps.
  • Work on assessments and other routine program monitoring and evaluation activities.
  • Provide technical support to implementing partners for the analysis of monitoring data. Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
  • Help develop and implement protocols for the validation of monitoring data.
  • Help develop and implement protocols for data collection, data management and analysis for special studies as needed.
Qualifications:
  • Masters-level degree in health, behavioral, or social sciences or its international equivalent plus 8 years of experience. 
  • 2 years of relevant experience in monitoring and evaluation with an international organization
  • Demonstrated expertise in both quantitative and qualitative research methods
  • Proficiency in French (able to work in a francophone environment)
  • Experience working in developing countries (1+ year)
  • Ability to work collaboratively in a multi-cultural environment
  • Highly organized with strong communication skills
  • Willingness to live in Burkina Faso
