Location: Dakar with extensive local (40%) and
some international travel.

Salary: $65,000 – 72,000 per annum. This
is an accompanied position and a full expat package will be available.

Working in 50 developing countries across Africa, Asia
and the Americas, Plan’s stated Global Strategic Goal (2011-15) is to reach as
many children as possible, particularly those who are excluded or marginalised,
with high-quality programmes that deliver long-lasting benefits. Plan
aims to achieve this goal by working in partnership with others and through
high performing teams whose behaviours reflect the corporate values. Plan has a
global income of around $800m.
The latest Country Strategic Plan for Senegal has been
approved for the period July 2011 – June 2016. Currently the country program
reaches an estimated 2.82 million people including 1.54 million children in 5
program units. It has an annual turnover of €10.54 million, a team of about 140
staff, a caseload of 34,650 enrolled children and a portfolio of 20+ active
grants. In the coming years, Plan is implementing 4 interrelated
programmes with a priority focus on (1) safe and healthy environment, (2)
economic security (3) citizenship and (4) learning and protection. These are
the areas in which children in Senegal experience the most acute deprivations
of their rights and they are the areas in which Plan Senegal has built
competence and partnerships in past programming cycles.
Each Country Programme is led by a Country Director (CD) who
is Plan’s lead representative in that country with overall authority over all
activities taking place there. S/he must develop strategies at country level
that align with Plan’s global vision and purpose within the prevailing context
of that country as it impacts on children. S/he must lead a highly motivated
and legally compliant, well-funded programme ready and able to respond to
emergency and development needs of some of the most marginalized children.
This position is immediately available.
You will have:
- Demonstrable
knowledge as a result of study, training or practical experience on the
key debates in development and emergency response methods and
effectiveness
- Knowledge
of Senegal; the geopolitical factors affecting child-poverty in the
country and the political, social and environmental opportunities for
change is an advantage
- Knowledge
of the requirements of donor compliance and financial management
- Knowledge
of programming in volatile environments with good understanding and
appreciation of the historical, security context, political environment,
economic, social/religious and humanitarian context in Senegal or a
comparable environment.
- Proven
skills in the development and management of effective and motivated teams,
including distance management
- Effective
working with and through partners (Gov, LNGO, INGO, private entities,
etc.)
- Empowering
local community institutions (Communes and CBOs) through effective
decentralization community management of projects
- Communications,
comfortable with the media, presenting and arguing a case
- Proven
analytical skills in isolating priorities and tackling them
- Fluent
in both French and English you will be able to demonstrate excellent
written skills in English for the development of proposals and the review
of reports.
