candidates for the position of: Technical Officer III, in Addis
Ababa Ethiopia.
Project Description:
The Girls’ Education Challenge (GEC) is a £300 million DFID
programme with the aim of enabling up to a million marginalised girls to
re-enrol or remain in school and increase their learning. The programme
operates in 18 countries, supporting 37 initiatives across Africa and Asia with
a wide range of non-state organisations. FHI 360 is an alliance partner to
PricewaterhouseCoopers (PwC), which is the Fund Manager (FM) for the GEC.
Additional Responsibilities:
The Technical Officer/Country Coordinator will be
responsible for the co-ordination, monitoring and oversight of Girls’ Education
Challenge projects in-country. He/she will be the main interlocutor for the
projects, the Fund Manager in London and the DFID adviser in country, with
regard to overall progress, monitoring visits’ findings and day-to-day issues
arising. The role will include a requirement to represent the GEC at meetings,
in particular as a source of first-hand information about projects.
Illustrative activities for the Country Coordinator will include the following:
Country Level Representation
- To
carry out regular meetings with the projects to monitor progress and to
organise support as required
- To
be the main point of contact for GEC projects in-country, facilitating
communication between the projects and the DFID Education Adviser, the FM
in London and as appropriate with other GEC projects in country
- To
keep abreast of progress of each project so that the portfolio manager and
other members of the FM team can be updated as necessary
- To
keep informed of each project’s progress so as to update the DFID
Education Adviser as necessary
- To
stay informed of progress so that government officials are informed of
project status and plans
Monitoring
- To
undertake formal quarterly review visits to projects to check progress
against agreed milestones and work plans and to make recommendations for
improvements
- To
arrange quarterly site visits with all interested parties to review
progress against agreed milestones and workplans
- To
bring appropriate project staff together on a regular basis to facilitate
lesson learning
Reporting
- To
formally report back on a regular basis through the Portfolio Manager to
the FM in London on whether project educational outcomes and impacts are
on course to be delivered effectively, efficiently and sustainably within
the agreed timeframes and to the agreed scale as specified
- To
identify any potential risks and problem areas, and report these to the FM
with proposals for possible solutions and mitigating measures
Qualifications:
- Bachelor’s
degree in international development or related field, Masters highly
preferred
- Typically
requires 8+ years of experience managing data collection and providing
technical assistance
- Proven
knowledge and practical experience of the education context in Ethiopia,
gained through at least five years project management or technical
advisory roles in education and at least two years’ experience in the
country
- Previous
experience monitoring results and impact of development projects,
especially in the education sector
- Excellent
interpersonal skills and ability to establish effective working relations with
different stakeholders
- Excellent
English writing and communications skills
- Ability
to work unsupervised and to manage own logistical arrangements (e.g.
travel, hotel, visa) in the country(ies)
- Proven
ability to identify risks and issues and to escalate as appropriate
- Ability
to work in the relevant languages for the country(ies) as well as in
English
- Ability
to disseminate lessons learned effectively;
- Good
organizational skills.
