for the position of HR Specialist in Monrovia, Liberia.
Additional Responsibilities:
The Human Resource Specialist is a member of the EMIS
management team. A fundamental part of a properly functioning education system
is its ability to base planning and policy on data from every level of the
system. To this end, LTTP is providing the technical support to the Liberian
MOE to build a robust HRMIS system. As such, the Senior Human
Resource Specialist will assist the EMIS Associate Director to support the
establishment and modernization of a human resource department at MOE central
and at one Rural Teacher Training Institutes (KRTTI).
The Senior Human Resource Specialist will be based in
Monrovia and travel to KRTTI spending 50% at KRTTI and 50% at MOE central He /
She will be reporting to the EMIS Associate Director for Systems and Policy.
Major Duties/Responsibilities:
• Provide support to the RTTIs and County office to
establish organizational charts, functional charts and job descriptions for
each position of the RTTI and County offices.
• Administer the implementation and maintenance of the MOE’s
incumbent biometric Human Resource Management Information System alongside the
Director of the RTTI and the Director of Human Resource Development;
• Provide technical guidance and direction to HR staff at
both institutions in the daily operation and maintenance of the biometric HRMIS
and IFMIS system;
• Implement changes as new HRMIS regulations or policies
require modifications to the local procedures;
• Mentor, train and guide the MOE Director of HR and the
staff at both institutions in HR practices
• Assist the MOE HR and KRTTI Director, HR representative
and other supervisors in implementing, maintaining and monitoring the new
employee appraisal system to successfully plan, monitor, develop, rate and
reward employee performance in conjunction with CSA;
• Perform advisory services to management in the area of
employee, labor relations and HRMIS;
• Educate managers and others on alternative resolutions in
specific situations and generally provide training sessions on
adverse/disciplinary actions;
• Provide technical and accurate advice on propriety of
proposed actions regarding employee conduct or performance issues;
• Ensure that all aspects of an employee and labor relations
program are responsive, timely, and consistent with new HRMIS guidelines;
• Provide guidance to management on following grievance
procedures for entire cycle, initiation to resolution in conjunction with
CSA;
• Develop and monitor actions related to the administration
of an employee, labor relations;
• Engage in operational planning with senior management of
the MOE and key operating officials;
• Providing timely reports and updates to LTTP Associate
Director, highlighting issues and priorities within MOE, County offices
and KRTTI operation
• Provide assistance for HRMIS procurement, and other HRMIS
related operational activities.
• Other job related duties as assigned.
• Contribute to the annual, quarterly and half year reports
of the EMIS department.
Qualifications:
• Knowledge of HR policy and procedures to implement,
maintain and operate automated HR information system(s)
• Experienced in advising management officials on a variety of complex problems as they related to an automated HR system in a low capacity environment
• Prior experience assessing Human Resource needs and implementing HRMIS systems, ideally for public servants
• Master degree in Human Resources is preferable
• 5 year(s) of relevant experience required
• Experience coordinating activities in low-tech environments is a strong asset
• Experience in working, developing, delivering and organizing professional development training programs and workshops—particularly in the Liberian setting
• Experience in international development projects in post-conflict situations preferred—along with evidence of ability to act on “own initiative” to solve problems
• Prior experience with low capacity government institutions
• Prior knowledge of USAID rules, regulations and procedures
• Report writing skills and strong attention to detail
• Ability to multi task and strong organizational skills
• Operating systems: Windows (7, 2000 and XP)
• Software skills: Microsoft Office applications
• Language skills: Fluency in English required
• Cross-cultural awareness and capabilities
• Professionalism and maturity to handle working in a security compromised area of the world
