Position Summary
The Health Policy Project (HPP) aims to strengthen developing country national and subnational policy, advocacy, and governance for strategic, equitable, and sustainable health programming. The project, funded by the U.S. Agency for International Development (USAID), addresses key health issues—family planning/reproductive health (FP/RH), HIV, and maternal health—and promotes health systems strengthening and program integration. HPP seeks to capacity of governments, civil society, and other in-country partners to advocate for, manage, and finance their health programs. HPP is active in over 30 countries worldwide.

Futures Group is seeking a Country Coordinator to lead its activities in Nigeria. HPP/Nigeria works with federal- and state-level partners to develop evidence for policy makers and build the capacity of civil society organizations for policy and budget advocacy. The position is full time, based in Abuja and involves up to 20% travel time within Nigeria to support state-level work. The Country Coordinator will coordinate closely with the Futures Group Country Director, but maintain a direct reporting relationship with the HPP/Nigeria Country Focal Person based in Washington, DC.

Key Responsibilities
  • Supervise and manage all HPP/Nigeria operations in country;
  • Participate in regular meetings with Futures Group project staff in Nigeria, keeping them informed of HPP activities and identify opportunities to leverage resources (financial and expertise) from within the organization  
  • Manage relationships between Futures Group/HPP and in-country partners, including UNFPA, National Health Insurance Scheme (NHIS), National Population Commission (NPopC), Association for the Advancement of Family Planning (AAFP);
  • Lead state-level policy and budget activities in HPP target states;
  • Develop and lead workshops on policy advocacy and provide technical inputs to the development of advocacy materials;
  • Provide technical and logistical support to advocacy and dissemination events, especially RAPID presentations;
  • Assist with monitoring, evaluation and reporting of HPP activities including the documentation of project results. Collect and prepare success stories and case studies as required;
  • Participate in the preparation of HPP overall plans for the country and reports to the USAID Mission and Project headquarters;
  • Maintain technical competence in HPP’s main technical areas including FP/RH, MCH, HIV/AIDS and Malaria;
  • Hire and manage consultants and subcontracted partner organizations;
  • Perform other assigned duties as assigned by supervisor.
Qualifications
  • Bachelor’s or Master’s degree in public health or related social science
  • 7-10 years of progressively responsible experience with public health projects, particularly related to family planning, maternal and reproductive health
  • Demonstrated experience with civil society advocacy organizations and advocacy activities at state and federal level
  • Thorough knowledge of the family planning landscape in Nigeria
  • Experience with budgeting and budget tracking
  • Mastery of written and verbal English-language communication skills
  • Mastery of Microsoft Office
  • Experience with USAID projects and gender programming is a plus
Work Requirements
  • Position location: Abuja, Nigeria (with up to 20% travel to states)
  • Terms of Employment: Contract for one year with possible extension
  • Salary and benefits commensurate with experience
  • Project duration: 2014-2015
  • Relocation costs are not available for this position
