DESCRIPTION
CARE seeks a Hygiene Behavior Change and Communications Specialist to support a USAID-funded, multi-year project for water, sanitation, and hygiene (WASH) in South Sudan intended to increase access to water and sanitation in rural communities in Western and Central equatorial states.  The project will work with government agencies to improve and expand access to WASH services, while facilitating private sector investment, establishing community managed systems, promoting hygiene behavior change, and empowering women to take on leadership roles.

The HBCC Specialist will have overall responsibility for technical direction and implementation of hygiene behavior change and communication activities, ensuring overall program activities achieve measurable health impacts and related results.

Finally, the HBCC Specialist must demonstrate exceptional technical and managerial experience, including managing complex rural and urban WASH behavior change activities involving multiple program partners.
Specific duties and responsibilities include the following:
  • Supporting technical requirements, including project results and deliverables, in accordance with the project work plan.
  • Collaborating with team members to Identify interventions and scale-up best practices.
  • Building partnerships among national- and community-level actors.
REQUIRED

  • At least 10 years of experience providing technical leadership in hygiene behavior change and communication, both for water supply and sanitation activities.
  • Subject-matter expertise in hygiene promotion, behavior change communication, and local capacity building.
  • Familiarity with the political, social, and cultural context of South Sudan
  • Masters degree in public health, engineering (civil or environmental), community development, or related field.
  • Exceptional written and oral communications skills in English.
