Position Summary
Futures Group is seeking a West Africa Senior Technical Advisor for the Health Policy Project (HPP), which works to strengthen the capacity of local partners throughout countries in West Africa to develop effective policies and increase the commitment to improving access to family planning, reproductive health, and HIV services. Under the direction of the HPP West Africa Regional Director, the incumbent, who should be fluent in French and English, would provide content knowledge, technical assistance, consultation and support for the development and execution of project/program specific strategies, including Core HPP activities undertaken in Africa, and other agreements such as Advance Family Planning (AFP) and Packard Foundation. She/he will be required to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. Senior Technical Advisor will also be required to determine methods and procedures on new assignments. This is a full-time [personal service contract] based in the West Africa sub-region, preferably in Accra, Ghana or one of the four USAID/WA focus countries: Togo, Niger, Burkina Faso or Mauritania (although applicants based in other West African countries may also be considered). This position is for [insert time]. Note that this is not and ex-pat position.

Key Responsibilities
Coordination
• Contribute to HPP management and strategic direction for West Africa; including coordination of partner, and other external communications, donor reports and work plan and budget development; coordination for center programs in West Africa, including Core HPP activities undertaken in Africa, and other agreements such as AFP and Packard Foundation.
• Contribute to the management of operations relationships including with contracts, human resources, and compliance.
• Participates in and/or prepares necessary technical and program-related reports, including presentations and white papers.
• Organizes as needed project/program trainings, conferences, workshops, and meetings.
• Participates, and represents the organization as needed, in outside associations, conferences, and symposia.
Technical Assistance
• Contribute, under the leadership of the Regional Director of Futures Group West Africa, to identify, orient, coach and supervise West Africa-based consultants; assure timely, high quality work that meet established guidelines and corporate quality standards; monitor implementation through bi-weekly meetings.
• Provides subject matter expertise/technical assistance to the program, technical staff and administrators as per project/program requirements.
• Works with project staff and country counterparts on HIV, population, reproductive health and family planning issues, including conducting policy analysis, development and monitoring, and research studies, among other project activities.
• Orients work to strengthen capacity of country counterparts and project staff. 
• Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
• Uses various quantitative and qualitative techniques to perform contract tasks.
• Ensures quality of services and compliance per project/program requirements.
• Guides and supports research, data collection, policy formulation, training and capacity building efforts in support of contract/agreement activities and deliverables.
• Contribute to new business development efforts, as required and appropriate.
 
Qualifications
• Master's degree or higher preferred in public health, policy formulation, demography, health economics, or related field or equivalent.
• At least ten years professional experience in public health project planning and management
• Expertise in sexual and reproductive health, family planning and HIV&AIDS
• Understanding of policy analysis, research, development and monitoring
• Experience in capacity strengthening, facilitation, and supervision preferred
• Strong interpersonal, writing, presentation, and organizational skills are required.
• Experience working and living in Francophone West Africa.
• Demonstrated problem solving, analytic, financial, and evaluative skills.
• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
• Professional and mature demeanor and conduct, especially during interactions with the client.
• Ability to respond and adapt quickly to changing requirements and competing demands.
• Ability to take initiative and/or respond independently to situations
• Excellent written and oral communications skills in French and professional proficiency in English.
• Suitable computer skills with spread sheet and word processing and other software, including Microsoft Word, Excel, and PowerPoint
• Ability to travel internationally up to 35% of the time in countries in the region as required to support technical activities
• Experience with USAID-funded projects is an advantage. Also experience working with other regional partners including UNFPA, Global Fund, KfW, and foundations is an advantage.

Physical Demands
• Regularly required to stand or sit, and move about the facility
• Ability to travel internationally. Economy class is standard.
