Overall Responsibilities
MSH seeks a Senior Technical Advisor, Health Financing, for
an upcoming procurement to strengthen the Government of Uganda’s health system
and to improve the availability and accessibility of essential medicines and
health supplies (EMHS). The goals of this procurement are to 1)
strengthen the policy and legal environment governing the production,
procurement and distribution of pharmaceuticals in Uganda; 2) strengthen coordination
among different stakeholders in the pharmaceutical sector; 3) finance an
adequate volume of pharmaceuticals and medical supplies in both the public and
private sectors; 4) strengthen the organizational structure of the
pharmaceutical sector management; and 5) strengthen the delivery and storage of
pharmaceutical and medical supplies at all levels.
The Senior Technical Advisor, Health Financing, will
contribute leadership and technical excellence in the design and implementation
of financing mechanisms to reduce out-of-pocket expenditures for EMHS for the
general population, but particularly those in rural areas of the country.
S/he will contribute to the development of policies and approaches that will
strengthen the financing of these essential health-related commodities.

funding. International allowances and relocation may be available.
Specific Responsibilities
- Conduct
assessments and design mechanisms to develop and strengthen financing
mechanisms for funding essential medicines and health commodities.
- Conduct
cost analyses and assessments of the public and private sector’s potential
to contribute to health care financing; make recommendations for
allocation of funding to primary health care activities.
- Contribute
to the development of policies and approaches to develop and sustain
health care financing initiatives.
- Coordinate
with the Chief of Party to identify the need for external consultants, and
to organize and manage activities related to the provision of short-term
technical assistance. Define scopes of work for short-term technical
assistance and obtain necessary approvals as required.
- Contribute
to technical reports and other high-visibility, high-impact project
deliverables, including presentations and reports to donor and other
stakeholders.
Qualifications
- Master’s
degree in Health Economics, Health Policy/Planning (or other closely
related field) or Master’s degree in Public Health (combined with relevant
work-related experience).
- Minimum
of 8 years of experience in the area of health care financing related to
health care commodities and/or health service delivery in both the public
and private (primarily not-for profit) sectors. Experience with financing
in the pharmaceutical sector strongly preferred. Knowledge of Uganda’s
private sector and government structures and awareness of main health
issues is a strong advantage.
- Previous
experience on a USAID-funded health project is desirable.
- Strong
leadership, analytical, and organizational skills. Demonstrated ability to
work both independently and within a team. Demonstrated skill in quickly
assessing priorities and opportunities and managing a variety of activities
with attention to detail.
- Evidence
of strong negotiation, communication skills, both interpersonal and
written, to fulfill the diverse technical and managerial requirements of
the contract.
- Demonstrated
success building and maintaining partnerships with key stakeholders and
senior-level government officials, local organizations, and
representatives from international agencies.
