Chief of party - Liberia


Chemonics seeks a chief of party for an anticipated five-year, USAID/Liberia-funded health systems strengthening project. This project will strengthen the Liberian health care system and improve the health status of the Liberian population. It will increase access to and utilization of high-quality health care, enhance financial sustainability and workforce development through performance-based approaches, and strengthen the capacity of government health authorities to manage and monitor service delivery at central, county, and facility levels. Based in Monrovia, the chief of party will provide vision, leadership, and management to the project and oversee all project activities in Liberia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:
  • Lead and manage the project, with accountability for deliverables and results and full authority over project development, execution, and monitoring, including vision and technical strategy, project management, documentation and communication, client and stakeholder relationships, and coordination and synergy with other USAID projects
  • Serve as Chemonics' official representative of the project and maintain communication among all relevant parties, including appropriate officials of the Ministry of Health and Social Welfare and the USAID contracting officer representative
  • Coordinate communication with USAID/Liberia and other U.S. government and Liberian government entities
  • Ensure project activities are supported and implemented to achieve project milestones and contractual obligations
  • Facilitate project startup technical activities, including the development of plans for each key technical and management component
  • With the deputy chief of party, facilitate ongoing communication with the leadership of the Ministry of Health and Social Welfare
Qualifications: 
  • Advanced degree in public health, health policy, management, or other relevant field required
  • Minimum 12 years of experience, including five years as a chief of party or equivalent role for donor-funded health development programs, preferably USAID programs in similar contexts
  • Experience leading programs in sub-Saharan Africa required; program leadership experience in Liberia highly preferred
  • Experience working with ministries of health and other government agencies in Liberia and sub-Saharan Africa
  • Experience strengthening health systems through performance-based finance mechanisms
  • Experience decentralizing and improving management capacity of government health authorities
  • Familiarity with and knowledge of the Liberian context
  • Experience with USAID policies, procedures, regulations, and reporting requirements
  • Strong communications skills
  • Proven ability to work collaboratively with host-country officials, donor organizations, and other key stakeholders
  • Demonstrated leadership, versatility, and integrity​
  • Fluent written and spoken English
