Liaises With:
·         ACD-P , ACD-S and programme managers, for technical and programmatic aspects related to all sectors.
·         Other members of  SMT when needed
·         Relevant Ministries and  government officials, other NGO and partner staff
·         External auditors and relevant in-country donor staff
·         Dublin

Job Purpose: Lead the management of finance in Concern Niger, working as a member of the Senior Management Team, to ensure that financial planning and systems are in place to support the strategic plans and programme activities of Concern Niger.  Ensure the sustainable implementation of proper financial procedures and policies in managing Concern’s financial resources, reporting and training in Niger.

The normal duties and responsibilities attached to the role are as follows:

§  To ensure that Concern Worldwide financial policies and procedures are implemented in a standardised manner in all locations
§  To ensure relevant, timely and accurate financial reports, including management accounts, are produced for the SMT & Budget holders
§  To manage the finance department activities and schedules to meet the financial reporting deadlines to Concern Dublin and donors
§  To lead the budget development and review processes in collaboration with Programme staff and Managers
§  To collate country budget for submission to CD, Concern Dublin and Donors
§  To develop and monitor Concern Niger’s financial management procedures as well as standardising their use across the country programme through the training of key staff.
§  To support and monitor staff responsible for accounts in Niamey as well as in Tahoua field office to enable them to carry out their roles effectively and independently.
§  To conduct regular site visits to all programme locations and carry out audits where necessary
§  To work with partner organisations in order to establish best financial reporting practices, develop their capacity and conduct audits with partners.
§  Participate as a member of the Senior Management Team (SMT)

Training
  • To train and mentor the programme accountant and the  national finance officer  in order that s/he might take on more responsibility for managing the country programme’s finance issues
  • Train programme managers, Area Coordinator and ACD-P/ACD-S  as appropriate in their roles in the budget cycle.
  • To provide support and guidance to partner agency finance staff as appropriate, to ensure that the financial competency and practice of the partner agencies meets established finance standards.

Financial Reporting:
  • To manage the finance department activities and schedules to meet the financial reporting deadlines to Concern Dublin and donors
  • To prepare quarterly accounts (FRP) and end of year financial accounts for submission to Dublin and for external audit purposes
  • To prepare reports on utilization of grants from external donors, as they are required
  • To organize an annual external Audit in country in time to meet submission deadline
  • To ensure that proper and effective audits of field finances are carried out on an annual basis
  • To perform periodic reviews of partner organisations’ financial functions, and to support and train them, as required.


Financial Systems:
  • To ensure that there are adequate controls over cash and bank holdings
  • To implement, as seamlessly as possibly, a centralized payroll system
  • On-going development and monitoring of procedures, and controls, to ensure they are compliant with Concern Worldwide and donor policies
  • To co-operate with field management and with internal or external auditors in the review and development of field systems.
  • To ensure that balance sheet reconciliations are prepared and reviewed on a monthly basis in line with finance procedures.
  • To monitor all financial activities and advise the SMT of all situations which may have a negative impact on internal controls or financial performances
  • Along with other Senior Management, actively manage the Country’s risk profile by ensuring that policies and procedures are in place, participating in the management of the country Risk Register and addressing internal audit and compliance issues.

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
  • Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only
  • Ensure strict adherence to Concern Niger Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times

PERSON SPECIFICATION
Essential
§  Minimum 3 yrs experience working overseas as a Country Accountant or Financial Controller
§  Experience of donor reporting requirement
§  Strong management and staff development experience
§  Good interpersonal and motivational skills
  • Flexible/motivated
  • Strong staff management and staff development experience ;
  • Ability to manage local staff in a mature and impartial manner
  • Computer skills including database management, Microsoft Word and Excel

§  Experience working in Africa and in the Sahel in particular
