Job Description
IBTCI seeks a Gender Specialist for an anticipated gender
assessment on behalf of USAID/Somalia. This assessment of gender in
Somalia will focus on USAID’s current activities in Somalia and will guide the
development of USAID/Somalia’s new strategy, as well as the design and
implementation of future projects. The assessment is intended to facilitate the
statement of appropriate gender equality and equity goals for USAID with
Somalia, possible entry-points for incorporation of gender and other
considerations in on-going activities and potential new ones.

- Lead the methodological design of the assessment
- Conduct a comprehensive literature review of all relevant, recent (within the last five years), publically available documents on gender disparity in Somalia
- Conduct meetings and discussions with client staff
- Conduct discussions and interviews with key Somali stakeholder
- Conduct key informant interviews and focus group discussions with relevant actors
- Conduct site visits of selected activities
Key Qualifications:
- Expertise conducting gender analyses, assessments and/or evaluations, with preference given to candidates with experience in complex environments
- At least 10 years of experience implementing and evaluating USAID-funded activities, with broad experience across sectors
- An advanced degree in a related field
- Proven expertise communicating effectively, including experience developing clear, concise reports
- Fluency in English required
- Experience working in East Africa desirable
