Monitoring and evaluation director - Liberia


Chemonics seeks a monitoring and evaluation (M&E) director for an anticipated five-year, USAID/Liberia-funded health systems strengthening project. This project will strengthen the Liberian health care system and improve the health status of the Liberian population. It will increase access to and utilization of high-quality health care, enhance financial sustainability and workforce development through performance-based approaches, and strengthen the capacity of government health authorities to manage and monitor service delivery at central, county, and facility levels. The M&E director will be responsible for the project’s overall M&E portfolio, including the development and implementation of complex and robust systems to monitor and report on the performance of all project activities and measure their longer-term impact. This will include gathering and analyzing qualitative and quantitative data. This position will be based in Monrovia with significant travel in Liberia. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 


Qualifications: 
  • Advanced degree in statistics, quantitative/qualitative data analysis or management, public health administration, program management, or relevant degree
  • Minimum 10 years of experience monitoring and evaluating health projects, with some technical knowledge of implementing maternal and child health, family planning, HIV/AIDS and other infectious disease programs, and knowledge of monitoring performance-based financing programs
  • Familiarity with and knowledge of the Liberian context; development experience in Liberia greatly preferred
  • Minimum five years of experience collecting, analyzing, and managing donor-funded proj​ect data for health projects
  • Ability to influence program policy and operational decisions, demonstrated by experience leading the development and implementation of M&E frameworks and tools
  • Strong word processing and Excel spreadsheet skills
  • Familiarity with USAID or other U.S. government administrative, management, and reporting procedures and systems
  • Ability to foster teamwork and to work as a team member
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken English​​
