Planning Learning Accountability (PLA) Coordinator (Arusha, Tanzania)

Job purpose
To improve planning, monitoring and learning within the organization
Reports to: Regional Representative
Position in the organization: Management Team of the Regional Office Arusha, Tanzania


Responsibilities
  • Coordinate and implement a learning-oriented planning, monitoring and evaluation system/process for the regional program (PLA)
  • Carry out or support the program team with specific program strategies, related to measuring, learning and communication, for achieving structural change agendas in Inclusive Modern Markets (IMM) and Sub Sector Development (SSD) (Communication+ for Structural Change Agendas - SCA)
  • Promote internal communication and ensure external communication to wider public and donors (Communication)
Outputs/services Planning Learning Accountability (PLA)
  • Fine-tune, operationalize and implement a useful and relevant PLA system/framework in line with the global guidelines
  • Support program staff in concepts, methods and tools for planning, monitoring, learning and evaluation
  • Develop planning processes that are embedded in the program management cycles of the regional program
  • Develop appropriate data collection methods for tracking progress and results of the regional program in line with the program design framework(s)
  • Constantly work to improve accuracy of data and their analysis
  • Facilitate learning–oriented reflection and analysis of data with staff and partners
  • Coordinate (re-planning), incorporation of lessons learned and program adjustments
  • Coordinate and/or facilitate PLA events & activities for the regional program
  • Store and synthesize the collected information
  • Coordinate the production of qualitative and timely submitted M&E reports (CIRs, annual reports)
  • Coordinate the capitalization and documentation of outcomes, experiences, practices from VECOs pilot chains for building evidence to support structural change agenda’s and up-scaling
  • Write proposals
  • Development and implementation of a quality system, in coordination with HO
Outputs/services Communication for Structural Change Agendas (SCA)
  • Support/coordinate specific data collection & information generation processes that are required for SCA within the IMM/SSD program
  • Develop & advice methodological support to research & studies necessary within the IMM/SSD program to contribute to SCA
  • Coordinate the capitalization and documentation of outcomes, experiences, practices from VECOs pilot chains (and possibly other pilot chains) for building evidence to support structural change agenda’s and up-scaling
  • Develop and advise on communication strategies and events required to contribute to SCA
  • Detect interesting opportunities to communicate our expertise
  • Advise and support on the organization of events to achieve structural change agendas: press conferences, expositions, round tables, collective learning initiatives, multi-stakeholder dialogues …
  • Coordinate the development and dissemination of attractive publications or other communication products for contributing to SCA
Outputs/services General Communication
  • Collect content for regular update of VECO website (regional and global blog)
  • Compile and distribute publications, periodic newsletter, articles,…
  • Set-up and maintain internal communication and documentation system
  • Coordinate the development and dissemination of attractive stories, publications or other communication products for the wider public in South and North
  • Coordinate the production of qualitative and timely submitted reports to donors
  • Link with communication department of HO in implementing communication activities.

Education:
Master Degree in Social Sciences, Communications, or Knowledge Management or equivalent by experience
Experience:
At least 5 years in monitoring & evaluation, knowledge management & communication, preferably in agricultural value chain programs
