Overall Responsibilities
PROJECT BACKGROUND
The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).  SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensuring that accurate supply-chain information is collected, shared, and used; and provides quality, affordable, health care products to those who need them. SCMS offers services in focus countries identified by PEPFAR, with SCMS field offices established in countries as required by the scope of work in that country. Since 2005, SCMS has provided technical assistance in Cote d’Ivoire (CI). Their on-the-ground experience coupled with the project’s access to 13 partner organizations within PFSCM, best positions SCMS to support USAID CI’s immediate goals to ensure the consistent availability of HIV commodities at PEPFAR supported services throughout the country. Management Sciences for Health (MSH) is a subcontractor on SCMS responsible for field office operations in CI.

OVERALL RESPONSIBILITIES
The DCD is responsible for the coordination and management of all supply chain health systems strengthening (HSS) activities within the scope of SCMS CI; including, but not limited to, central medical stores reform and capacity building; warehousing and distribution capacity building; data management and development of Logistics Management Information Systems; Laboratory supply chain systems strengthening; quality assurance systems; and effective distribution and inventory management at district and service delivery points in the CI public sector health system. S/he deputizes for the SCMS Country Director (CD) and is accountable for ensuring that activities are implemented in compliance with the terms of the SCMS contract and by agreed deadlines.  Working with the CD the DCD identifies appropriate interventions to achieve client objectives.  S/he ensures that resources are identified and allocated efficiently and effectively to meet those objectives and in compliance with contractual requirements, applicable regulations, local laws and appropriate standards and procedures. The DCD works with the CD to plan and manage technical aspects of the project and to support the collection of required project information, financial information and contractually required data for reporting and evidence based decision making.  The DCD directly supervises the technical leads in all HSS activities and the teams delivering the agreed systems strengthening interventions.  The DCD leads the work to develop innovative supply chain HSS interventions and collaborates and coordinates with USAID CI and other implementing partners to maximize the impact of interventions and improve overall access to essential medicines and health care products at all levels of the health system in CI.  The DCD role is a full time position based in Abidjan, Cote d’Ivoire.

Specific Responsibilities
Project Management, Leadership and Financial Management
  1. Lead and motivate HSS teams to achieve high standards of professional competence and project delivery.
  2. Ensure HSS teams adherence with policies and procedures established by MSH, and with policies and procedures established by the SCMS Project Management Office (PMO).
  3. Manage teams involved in supply chain HSS including performance planning, review and development processes (PPRD), performance management and staff development activities according to MSH and PMO policies and procedures.
  4. Review and approve timesheets and requests for time off as necessary ensuring procedural compliance and that teams’ plan vacation time appropriately.
  5. Work with the CD, PMO and MSH Home Office (HO) in the development and management of work plans and budgets for HSS activities and contribute to the production of financial forecasts and reporting as needed.
  6. Oversee finances and cash flow to ensure adequate availability of project funds needed for HSS project work; coordinate this work with the PMO and the MSH HO finance teams.
  7. Prepare reports as required for submission to the SCMS PMO, MSH HO and USAID.
  8. In coordination with the CD and Monitoring and Evaluation team, ensure that all monthly, quarterly and other reports are prepared, reviewed and submitted by agreed deadlines.
  9. Work with MSH HO finance staff, the Director of Country Operations and his staff (COMU) to ensure that agreed financial control procedures are followed and that the project acts in accordance with established policies and procedures; maintain compliance with administrative requirements.
  10. Analyse periodic financial reports from PMO and MSH HO and prepare internal financial management reports as required; interpret results and their likely impacts as part of regular monthly reviews.

Client relations, communication and coordination
  1. Liaise with government partners, USAID and other implementing partners to ensure project activities are implemented effectively and to develop plans for sustainability.
  2. Meet regularly with clients to review progress on project objectives, consult on proposed interventions, receive feedback and develop appropriate responses to meet stakeholder expectations.
  3. Represent SCMS CI and participate in review meetings and other events organised by government partners and regional authorities
  4. With the CD work to identify and engage the appropriate stakeholders for new HSS interventions and to develop stakeholder management plans.
  5. With the CD, PMO and MSH HO develop and implement the local project communications strategy ensuring the project and HSS initiatives are appropriately promoted within the country context; including the development and publication of project success stories.
  6. With the CD support the SCMS client satisfaction survey process to ensure response rate targets are achieved for SCMS CI.
  7. Assist the CD to maintain appropriate and effective internal communications within project teams ensuring all local staff are aware of the current status and objectives of SCMS CI

Technical Assistance and Capacity Building
  1. Work with the CD to develop and implement HSS technical activities to improve the availability of HIV/AIDS related medicines and commodities, essential medicines and health care commodities at all levels of the public sector health supply chain in CI
  2. Lead the development and implementation of appropriate supply chain and commodity availability assessments to determine current systems strengths and weaknesses and identify technical assistance gaps which can be addressed by SCMS.
  3. Work with the CD, PMO and HSS teams to develop and maintain the annual work plan content in line with client objectives and health system strengthening needs.  Ensure the technical content of the work plan is appropriate, realistic and has adequate financial resources.
  4. In coordination with the Monitoring and Evaluation team, develop appropriate and regular measures and reports for assessing the progress and impact of HSS interventions and technical assistance results. Also work with the Monitoring and Evaluation team to ensure measures are evidence based and the direction of the program is set and adjusted using those results.
  5. Ensure HSS interventions include sustainability and transition plans to capacitate CI public sector health workers and management teams, reducing reliance on SCMS resources over time.
  6. Coordinate with the PMO in the development of scopes of work for short and long term technical assistance, the selection of appropriate consultants and securing travel concurrences.
Qualifications
  1. Advanced degree in supply chain management, management, pharmacy, medicine, public health or health systems administration or equivalent relevant experience with management training is required.
  2. Significant management and planning experience including human resource management and supervision is required.
  3. A minimum of five (5) years technical, operations, and financial management experience required; experience in supply chain and public health related projects, including working with senior government officials in developing countries is required.
  4. Strong language skills in French and English required, including ability to write lucid technical reports and documents.
  5. Work experience in providing pharmaceutical management technical assistance especially in the area of supply chain management, information systems, and pharmaceutical supply best practices.
  6. Strong planning skills including the use of logical framework and project planning software preferred.
  7. Strong monitoring and evaluation skills and hands-on experience with indicator based surveys and assessments
  8. Working experience in CI with knowledge and comprehensive understanding of the CI public health system is preferred as is previous experience with USAID supported programs.
  9. Ability to collaborate with different stakeholders in developing creative and strategic solutions to achieve common goals using teamwork and team-building skills throughout.
  10. Willingness to be flexible and adapt to changing priorities and shifting deadlines.
  11. Strong organizational, administrative, communications and reporting skills.
  12. Ability and willingness to travel in-country and internationally required.
  13. Computer skills, including Windows, Microsoft Word, Excel and Power Point required.
