Call for CVs - Senior-level DFID Evaluation Specialists
and Mixed Methods/ Impact Evaluation Methodologists
PROPOSAL SUMMARY
IBTCI is currently collecting CVs for Senior-level Evaluation Specialists and Mixed Methods and Impact Evaluation Methodologists with DFID experience and humanitarian action expertise for an anticipated DFID Thematic Evaluation of Humanitarian Action in the Democratic Republic of Congo (DRC), Ethiopia, Sudan, and Yemen. The purpose of this anticipated evaluation project is to generate learning and evidence on whether and how a multi-year humanitarian funding approach has enabled DFID programmes:
1) to ensure timely and effective humanitarian response;
2) to build disaster resilience; and
3) achieve better value for money.
The evaluation will provide evidence to contribute to the management of these programmes at country level, and to inform DFID’s humanitarian policy more broadly. The evaluation findings are also expected to contribute to the global evidence base on good humanitarian practice and on how to build resilience in the most fragile and conflict-affected states.
QUALIFICATIONS FOR EVALUATIONTEAM MEMBERS
• An advanced university degree, PhD preferred, in economics, statistics, applied research and social science, public health and nutrition, or other relevant field is required;
• Demonstrated experience in designing and implementing a range of evaluation methodologies for DFID international humanitarian interventions including mixed methods (qualitative and quantitative); impact evaluations including experimental and quasi-experimental methodologies; and Value for Money (VfM) measurement methodologies, and evaluability assessments;
• Demonstrated extensive knowledge and experience of conducting complex evaluations on DFID humanitarian and development programmes, particularly in protracted crises and conflict-affected contexts.
• Demonstrated good knowledge of humanitarian interventions in one or more of the case study countries (DRC, Ethiopia, Sudan, and Yemen).
• Demonstrated expertise in one or more of the following disciplines: economics, livelihoods, nutrition, health and applied social science.
• Demonstrated sound understanding of evaluation design and methods, understand the strengths and limitations of different approaches and how to accurately interpret and present findings to both researchers and non-researchers;
• Demonstrated experience designing and implementing monitoring and evaluation (M&E) frameworks;
• Demonstrated experience designing and implementing quantitative evaluation and research methods, including economic analysis;
• Demonstrated experience designing and implementing qualitative evaluation and research methods including designing and testing instruments and protocols for focus group discussions and key informant interviews;
• Demonstrated experience conducting qualitative analysis of collected evaluation data using qualitative analysis software such as ATLAS.ti, MaxQDA, or NVivo;
• Demonstrated experience designing, field testing, and managing surveys and other quantitative data collection instruments as well as analysing collected survey data using quantitative analysis software such as SPSS, STAT, or R;
• Demonstrated sound understanding of humanitarian aid and the humanitarian architecture, principles, and standards;
• Demonstrated experience undertaking research in fragile environments such as Sudan, DRC, Yemen and Ethiopia;
• Demonstrated experience designing and testing theories of change for international humanitarian and development programmes;
• Credible track record in operating in insecure environments with appropriate concerns for duty of care considerations;
• Familiarity with the DFID policies on evaluation and performance management, DFID guidance and policies on humanitarian action and disaster resilience, and DFID Guidance on Research and Evaluation uptake and utilization;
• Demonstrated experience leading evaluation teams preferable in challenging and conflict-affected contexts;
• Strong project management skills are highly desirable;
• Strong written and oral communication, and excellent interpersonal skills are required;
• Fluency in English (reading, writing, and speaking) is required;
• Fluency (reading, writing, and speaking) in one or more of the following languages is highly preferred: French, Arabic, and Amharic.
