ILRI vacancy: National Technical Specialist – Consultant


The International Livestock Research institute (ILRI) is seeking to recruit a National Technical Specialist – Consultant to design learning modules on marketing and finance for interventions in smallholder pig value chain systems in Uganda. In September 2013, the Uganda project team expressed an immediate need to identify consultants/organizations which can be engaged in the national pig value chain to;

  • Support the process for identification of capacity needs for implementing best-bets (subjected to some ex-ante assessments and discussions with farmers and local authorities) related to themes around a) animal health; b) feeding; c) breeding and; d) economics: business planning and management, marketing and finance;
  • Review existing (training) materials around best bets themes;
  • Contribute to content creation and adaptation of specific best-bets themes.
In order to deliver the expected outputs, the consultant will work under the direct supervision of the Agricultural Economist and the Project Leader of the SPVCD in Uganda, and under the guidance of the Head of Capacity Development and the Capacity Development Specialist, both based at ILRI, Kenya. Backstopping and guidance on technical issues will be provided by Livelihoods, Gender and Impact Specialist and the Animal Health/Epidemiology Specialist.

ILRI, as a member of the CGIAR Consortium, is one of 15 CGIAR research centres and 16 multi-centre research programs located around the world and dedicated to reducing poverty and improving food security, health and nutrition, and natural resource management. Like other CGIAR centres, ILRI leads, co-leads or supports cutting-edge research on sustainable agriculture and designs, conducts and monitors in-country research-for-development programs and projects with the aim of producing international public goods at scales that make significant difference in the lives of the world’s poorest populations in 31 countries in Africa, Asia and Latin America. ILRI does this work in collaboration with many public and private partners, which combine upstream ‘solution-driven’ research with downstream adaptive science, often in high-potential livestock value chains engaging small- and medium-sized agri-businesses and suppliers. In this work, ILRI and its partners are explicitly supporting work to meet the UN Millennium Development Goals and their successor, the Sustainable Development Goals.

ILRI has two main campuses in East Africa; Country Offices in West Africa East Africa, Southern Africa, South Asia and South East Asia; and project offices in Senegal, Ghana, Botswana, Thailand, Laos and the Philippines.

Objective
The overall objective of this assignment is to develop high quality modular curricula content (in English) on marketing and finance, applied to smallholder pig value chains. The training modules to be produced are targeted for trainers who will in turn train farmers and other actors of the value chains within selected districts and counties in Uganda. 

Scope of Work:
The consultant commissioned is expected to contribute (alongside the project team in Uganda and in close collaboration with ILRI’s Capacity Development Team, “Technical” Teams and other consultants) to produce (training) module. Expected outputs will be:
  • A desk research/review report on available (training) materials on marketing and finance complemented with an assessment that considers how existing materials (and/or specific modular contents) are deficient;
  • Develop/adapt good quality technical “training package” on marketing and finance.
  • Provide inputs towards a modified package after feedback from field testing
Requirements
  • The consultant should have expertise on the topic to be covered by the training module and should demonstrate ability to write and communicate his/her knowledge to broader audiences.
  • The consultant should be available by 6th January 2014.
Post location: This position is based at ILRI’s Uganda Office
Duration:  A maximum of 14 days, to be completed no later than 30 April, 2014.

  • An initial payment, 20% of the total value of the assignment will be made upon submission of a detailed work plan and upon submission of a desk research/review report of available (training) curricula on economics: marketing and finance, complemented with an synthesis assessment;
  • A second payment, 40% of the total value of the assignment will be made upon submission of high quality materials developed on economics: marketing and finance (in English) which can be readily used for a ToT course and for field tested trainings;
  • A last payment, 40% of the total value of the assignment will be made after the final submission of the materials (in English) after incorporating feedback from the field testing of materials so that it can be well incorporated in the ToT manual and (field) training package.
  • At least five working days of review time is required prior to approval of payments.
