Chemonics seeks a finance and administration director for an
anticipated five-year, USAID/Liberia-funded health systems strengthening
project. This project will strengthen the Liberian health care system and
improve the health status of the Liberian population. It will increase access
to and utilization of high-quality health care, enhance financial
sustainability and workforce development through performance-based approaches,
and strengthen the capacity of government health authorities to manage and
monitor service delivery at central, county, and facility levels. The finance
and administration director will be responsible for the range of financial,
accounting, and corresponding reporting responsibilities. The position will be
based in Monrovia with significant travel in Liberia. We are looking for
individuals who have a passion for making a difference in the lives of people
around the world.
Responsibilities include:
- Oversee finances and budget in compliance with USAID, local government, and Chemonics regulations
- Prepare cash requests, review all expenditures, review monthly financial reports, reconcile and balance local bank accounts, ensure accuracy and timeliness of local employee time sheets, and interact with bank and other officials as needed
Qualifications:
- Advanced degree in finance, business management, public health administration, program management, or relevant degree required
- Minimum of 10 years experience in finance for donor-funded projects, with at least three years of experience overseeing finance activities on health projects
- Experience strengthening health systems through performance-based finance mechanisms
- Familiarity with and knowledge of the Liberian context; development experience in Liberia strongly preferred
- Expertise with USAID or other U.S. government administrative, management, and reporting procedures and systems
- Strong word processing and Excel spreadsheet skills
- Ability to foster teamwork and to work as a team member
- Demonstrated leadership, versatility, and integrity
- Fluent written and spoken English
