GWP-WA is hiring a competent and qualified individual from
one of the ECOWAS member countries to fill the position below at its Head
office in Ouagadougou, Burkina Faso.

OVERALL
RESPONSIBILITY:
As a member of the team of the GWP/WA Secretariat, the
Project Officer (PO) will work under the supervision of the Executive
Secretary. This position is dedicated firstly to the implementation of the
Mekrou project. Under the responsibility of and in close cooperation with
the Executive Secretary, the Project Officer will take care of the following
areas:
- Project
development and management
- Communication
- Administration
and logistical arrangements
SPECIFIC DUTIES:
1. Project development and management
- Participate
in the design and planning of annual activities.
- Contribute
to the implementation of GWP/WA Programme on the MEKROU project as adopted
by the GWP/WA Steering committee,
- Coordinate
the implementation of the Mekrou project
- Ensure
monitoring of the implementation of signed contracts
- Support
the Executive Secretary in the supervision, monitoring and evaluation of
activities in line with GWP/WA programme.
- Support
the CWPs in the design benefiting from the MEKROU project, implementation,
monitoring and evaluation of their work schedule.
- Coordinate
the preparation of management and financial reports according to the rules
of the GWPO and the terms' of contract with the European Union
- Give
technical guidance on water issues to the partners where needed
- Participate
in GWP/WA fundraising activities.
2. Communication
- Ensure
effective and proactive exchange of knowledge, experience and practices
drawn from the implementation of GWP/WA programme for synergy and a flow
of information between countries and regions.
- Work
closely with the Communication and Knowledge Management Officer to ensure
that outputs from the Project are written and shared widely
- Contribute
to the office’ activities of promotion and publicity of the GWP/WA
actions.
3. Administration and coordination arrangements
- Ensure
administrative procedures and documentation related to consultants are in
place, e.g. contracts and ToRs.
- Organize,
plan, deliver and follow-up of the capacity building component of the
Project, training courses and professional meetings.
- Support
the Executive Secretary in the organisation of the statutory meetings of
GWP/WA bodies.
4. Relationships
- Reports
to the Executive Secretary as required periodically
- Maintains
good working relationships with other team members in the GWP/WA
Secretariat as well as the Regional Project Officers
- Perform
other prioritised and urgent duties as agreed upon by GWP/WA Executive
Secretary and the Chair.
QUALIFICATIONS AND EXPERIENCE
- University
degree (at least a Masters) in the water, or environment sector
- At
least 5 years of professional experience, preferably in project
development and project cycle management, including the preparation of
proposals, implementation, monitoring and evaluation of Projects.
- Excellent
organisational and strategic planning skills to analyse, set priorities,
take initiatives and complete work to deadlines.
- An
understanding of development issues in Africa with demonstrable
understanding of Development Management and sustainable development issues
is an added advantage.
- An
understanding of water resources management and climate change issues with
a background in water resources or related area.
- Have
solid experience working with Regional Organizations, national development
planning as well as Water and Environment departments in governments and
at local level.
- Experience
in stakeholder engagement – organising policy dialogues at regional,
national and local level, as well as implementing national policies on the
ground
- Experience
in Capacity building and delivery of training courses on water management
- Be
computer literate with proven skills in the use of common software for
text processing, spreadsheets, and presentation. Acquaintance with data
base management software would be an advantage.
- Strong
interpersonal skills and integrity
- Superior
communication and diplomatic skills, with an understanding of regional and
national political environments.
- Excellent
control of written and spoken French or English and be able to work in the
other language.
- Experience
working with projects financed by the European Commission or other
international donors is an advantage.

The appointment is on contract for a duration that will be
for two (2) years renewable starting with a 3 month probation period.
The work station is Ouagadougou, Burkina Faso, although work
might necessitate trips to the other GWP-WA countries and beyond. GWP-WA offers
