Position Summary
IBTCI is currently looking for a Team Leader (as well as a
Deputy Team Leader)for a mid-term evaluation of USAID/Kenya’s AIDS, Population,
and Health Integrated Assistance (APHIAplus) program. APHIAplus is a
cooperative program that aims to strengthen leadership, governance, and
management of health care services at the community and service level.
Addressing the two result areas of a) Increased use of quality health services,
products and information and b) Social determinants of health addressed to improve
the well-being of the community, especially marginalized, poor and underserved
populations, the APHIAplus works to:
• Scale up health service delivery and build capacity
• Strengthen health information systems
• Improve water sanitation and hygiene
• Address gender issues and maternal and child health
• Establish food security
• Encourage health behaviors.
The Team Leader and Deputy Team Leader will be hired for the duration of the evaluation and share responsibility with IBTCI for the delivery of the final evaluation to USAID/Kenya. She/he should have experience with public health in Kenya and familiarity with major health issues in Kenya including: HIV/AIDS, tuberculosis, malaria, maternal, neonatal and child health, and family planning. Based on the integrated nature of the APHIAplus program, both between and within the two result areas, the team leader should have the skills to conceptualize program and service integration and plan for this in the design of the evaluation.
Responsibilities:
The Team Leader and also the Deputy Team Leader has overall responsibility to fulfill the project’s scope of work. She/he must coordinate and supervise the assessment. The team leader will work with the evaluation experts to produce the following deliverables:
• Detail and well thought out outline of the methodological approach for the evaluation.
• In-country briefs to USAID/Kenya on progress and discuss problems and issues.
• An in-country presentation to USAID on the main findings at the end of the evaluation.
• Draft report and final evaluation report.
Qualifications:
• Ph.D or equivalent in Public Health
• Knowledge of quantitative and qualitative research methods
• Demonstrate experience conducting research and/or program evaluation work
• Demonstrate experience managing research and/or evaluation teams
• Minimum 15+years of experience leading international evaluation teams.
• Extensive knowledge of the Kenyan public health system.
• Deep familiarity with the Kenyan Ministry of Health’s devolution program.
• Familiarity with health issues relevant to Kenya including: HIV/AIDS, Malaria, maternal, newborn and child health, and family planning.
• Experience leading large evaluation teams of USAID health projects.
• At least 5 years of strong managerial experience.
• Excellent organizational, written and spoken communication skills.
• Previous experience with USAID-funded projects.
• Fluency in English is required.
