Financial Controller, Country Director, National General Systems Manager,
Project Support Officer and Partnerships and Approaches Coordinator
- Lead
in developing high quality innovative programming in line with the Country
Strategy – focusing on nutrition security.
- Support
the development and management of an effective learning and influence
component of the programme which directly informs Donor and Government
information gaps in sectors relevant to nutrition security.
- Ensure
effective and efficient implementation of the core country program the
Food Income Markets, Equality and Nutrition program.
- Support
the program team develop innovation within actions which are effectively
monitored and evaluated, to feedback to core ministries and peers
- Build
working relationships with companies and individuals in the Agri-Business
sector in order to support program area communities’ link to buyers and
support Agri-business to most effectively engage with small holder
farmers.
- To
contribute to the development of Concern policy and strategy in
Mozambique.
- To
develop and maintain effective relations with donor agencies, networks and
key government institutions in order to widen our impact, to raise funds
and to stay responsive to opportunities and threats that may arise in
relation to our mission in Mozambique
- To
lead the mainstreaming of HIV and AIDS, equality and disaster risk
reduction,
- To
manage responses to disasters and emergencies as necessary
- As a
member of the SMT, ensure stable leadership for Concern Mozambique and
coherence between programmes and systems
- Establish
strategic partnerships with Civil Society Organisations who add particular
value to the program and its impact on policy, effective governance and
sustainability.
- Actively
support and ensure the roll-out of accountability across the country
programme.
PM&E:
- Support
program staff build and increase the quality of the M+E system, its
management and most importantly the timely and effective analysis of M+E
findings. This could involve training
program staff in basic quantitative and qualitative analysis.
- Ensure
that M+E findings are used to inform our teams, partners and community
members of progress and that M+E information is used to increase the
impact of actions on Behaviour Change and Implementation practice by GoM
departments (i.e. show what is working in real time to encourage
experimentation in practice at the beneficiary and district level).
- Ensure
that the M+E system is clear and that field staff fully understand their
role in M+E and receive feedback on the overall program performance.
- Schedule
and lead the process of evaluation of all programmes and systematically
review programmes based on the results of monitoring and evaluations.
- Develop
TOR’s and engage consultants and research institutes as required to
support M+E and manage their engagement in the program.
Finance:
- Ensure that the Concern
Mozambique programmes are managed in accordance with approved budget and
responsible for monitoring expenditure against budget of all programmes.
- Ensure
close management of all grants and contracts with responsibility for their
execution effectively delegated through the program teams. In this ensure that there is monthly
review of progress against clear Implementation plans and Mile Stones.
- Work with
the Country Financial Controller (CFC), Country Director and General
Systems Manager (GSM) in-country to prepare and monitor programme budgets
and provide the CFC with information necessary for the preparation and
revision of country budgets.
- Expand
and support the funding strategy and undertake the management of funding
applications, proposal writing and budget preparation. In this make effective use of Concern’s
Technical Advisors.
- In
consultation with the CD, GSM and CFC and with the input from relevant
Program Managers produce budgets for new programmes/projects.
- Ensure
timely reporting against all grants.
Human Resources:
- Line
manage the Food Income and Markets PM, Program Support Officer and
Partnership Coordinator.
- With the
HR Manager and the CD, ensure timely recruitment of staffing required for
effective management of all programmes, succession planning, and retention
and staff development.
- Ensure
that systematic Performance and Development Review (PDR) processes are
undertaken with all staff within the programme.
- Conduct
training and staff development needs assessments of programme staff and in
consultation with the CD and HR Manager, ensure that the needs are
addressed through sourcing and delivering appropriate training/ mentoring
and follow-up.
Management Team:
- Contribute
to the effective management and development of Concern Mozambique through
active participation in the Senior Management Team (SMT) and Country
Management Team.
- Actively
participate in the development, implementation and review of the Country
Strategic Plan (CSP) as well as programme proposals for Livelihoods and
Education
- Actively
participate in the development, revision and roll out of organisational
and country specific policies and procedures.
- Provide
programme information to the CD and HQ in a timely manner when required
and submit a monthly report to the CD.
- Deputise
for the CD when required
PERSON
SPECIFICATION
ESSENTIAL
Education,
Qualifications & Experience Required:
·
Minimum Master’s Degree in Development
Studies, Economics, Agriculture or similar discipline.
·
Minimum 5 years
experience working overseas in private sector or development programmes focused
on poverty reduction via rural livelihoods/health and nutrition/small-scale
agriculture.
·
Proven ability
to link programmes to the private sector for value added impact, e.g. expanding
markets.
- Experience of
incorporating government in implementation and learning for policy and
implementation change.
- Experience in
social protection projects.
- Experience
working with vulnerable populations.
- Experience of
programme design and management.
- Experience in
managing research and advocacy.
- Experience
with HIV&AIDS and gender mainstreaming and disaster risk reduction.
DESIRABLE
Education,
Qualifications & Experience Required:

Recognized qualification in
training or capacity building

Skills in statistics and basic
