About the Role
Working in 50 developing countries across Africa, Asia
and the Americas, Plan’s stated Global Strategic Goal (2011-15) is to reach as
many children as possible, particularly those who are excluded or marginalised,
with high-quality programmes that deliver long-lasting benefits. Plan aims to
achieve this goal by working in partnership with others and through high
performing teams whose behaviours reflect the corporate values. It has a global
income of around $800m.
Plan is seeking to increase our pool of qualified candidates
to fill present and future Chief of Party (COP) positions and is currently

Key deliverables:
The Chief of Party (COP) is responsible for overall
management and technical support of a project and has ultimate authority and
oversight within the organisation, including managing all activities of
sub-recipients, coordinating all programme-focused strategic planning and
decision making, and managing key personnel.
The COP will serve as key liaison with the donor and all
other agency counterparts, implementing partners, and alliance partners
involved with the programme.
Primary responsibilities include providing overall
leadership, management, and general technical direction of the programme,
assuring an integrated vision among different components and actors, and
ensuring programme performance The COP bears ultimate responsibility for
ensuring achievement of programme requirements and adherence to donor
regulations.
Personal specifications:
Knowledge
- Master’s Degree or equivalent in international development, social sciences, management or related field.
- Long-term, senior-level management experience implementing and managing large, complex projects.
- Experience in child-centred programming will be preferred but is not essential.
- Significant experience managing programmes as Chief of Party/Programme Director with donors including but not limited to USAID, DFID, EC, CIDA, Global Fund etc.
- Relevant technical expertise as determined by project requirements.
Skills
- Excellent written and spoken English, fluency in additional languages may also be required dependant on project location.
- Demonstrated ability to implement projects with rigorous timelines and deliverables, and to track programme quality through donor approved monitoring and evaluation systems.
- Proven experience hiring, training, and supervising teams of international and local staff.
- Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
- Experience working and collaborating with diverse stakeholders, such as local partners, government officials, donor representatives, and international staff.
- Ability to integrate teams of professionals around common goals, as well as demonstrated ability working with host-country ministries and donor colleagues.
- Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
- Ability to get up to speed rapidly, respond to requests at short notice and plan and multi-task.
- Ability to manage effectively under pressure, to work as part of a team or independently and to meet deadlines consistently.
