Preservation and Storage Assessment Consultant

Essential Job Duties/Scope of Work:

PROGRAM BACKGROUND
The goal of the Livestock Marketing Development (LMD) Project is to address USAID's Strategic Objective of improving smallholder incomes and nutritional status, through achievement of three key USAID intermediate results, involving 5 program components. The approach is designed to upgrade and catalyze future sustainable development of the sector, by addressing systemic bottlenecks and facilitating value chain participants' own engagement and investment:
• IR1: Increased productivity and competitiveness of selected livestock value chains
o Component 1: Moving from analytics to strategy to learning
o Component 2: Improve the productivity and competitiveness of livestock value chains
o Component 3: Spur investment and innovation
• IR2: Improved enabling environment for livestock value chains
o Component 4: Improve the enabling environment of livestock value chains
• IR3: Improved quality and diversity of household diet through intake of livestock products
o Component 5: Enhance the nutritional status of rural households
Integrated into these components are the cross-cutting objectives of engaging PLWHA, gender equity, promotion of ICT solutions, environmental mitigation and natural resource management.


JOB SUMMARY
The consultant will conduct the assessment on household level preservation and storage of milk and meat products of the AGP-LMD project under the result 3 . These activities are anticipated to begin after the nutrition analytics as soon as the ten prioritized woredas are confirmed (expected after the 10th of January 2013) . As a subcontractor on AGP-LMD, the consultant will support the project in conducting:
• Review of KAP survey questionnaire to add questions related to household level preservation and storage of milk and meat
• Assessment of household level milk and meat preservation and storage including recommendations on innovative household-level conservation methods.
The consultant will be assisted by one national consultant (total days 130 days). Staffing for these tasks will come from core AGP-LMD personnel, locally hired survey coordinators, data encoders and enumerators as well as regional partners.


ESSENTIAL RESPONSIBILITIES

• Support in design of the KAP Survey questionnaire regarding household level food preservation and storage
• Development of appropriate research instruments, detailed time-frame and determination of a methodology for the Food Preservation and Storage Assessment
• Preparation of a detailed work plan included the work of the national consultant
• Train enumerators on both quantitative and qualitative research methods to facilitate survey
• A test run of instruments developed conducted by the enumerators
• Mentoring the national consultant out both quantitative and qualitative analysis of data collected
• The first drafts of the survey reports shall be prepared by the national consultant and reviewed by the expat consultant, then shared with the nutrition partners of the LMD project and should included recommendation on innovative household level conservation methods.
• Preparing a power point presentation on the results of the surveys for presentation to partners.
• Advising the national consultant for implementation of the Trials of Improved Practices method in a small number of villages (follow up)

DELIVERABLES
• Preservation and Food Storage questions to be added to the KAP Survey
• Assessment methodology
• Key research questions and questionnaire (a combination of questionnaires, in-depth interviews and focus group discussions, with justification)
• Train the field surveyors on methodology and data collection
• Writing a report in English on the results of the baseline survey, use graphic presentation tools; graphs, tables and photos where necessary
• Making a power point presentation on the key findings of the baseline survey in English
Qualifications:
QUALIFICATIONS
• The consultant should preferably be a holder of a Master's degree in food technology and preservation related program or equivalent
• At least 5 years food security monitoring and evaluation experience in international development settings;
• A documented experience in conducting food Preservation and Storage Assessment
• Strong background in statistics and data analysis. Must be familiar with Statistical Package for Social Sciences (SPSS) in particular and all relevant computer applications in general
• Excellent reporting and presentation skills.
• S/he must have strong analytical, negotiating, communication and advocacy skills
• Native-level command of English required.
• Strong understanding of cultural, political and religious environments in Ethiopia is a plus.
